NEW AND PREVIOUS MATTERS 2. 2018-0800 Discussion relative to procedures to update the city’s Zoning Ordinance. Staff gave a presentation relative to procedures for updating the Zoning Ordinance. Discussion ensued with questions being answered by staff. 3. 2018-0801 Discussion relative to reviewing the city’s current Payment-In-Lieu-of-Taxes (PILOT) policy. Discussion ensued with questions being answered by staff. 4. 2018-0802 Discussion relative to the sale the 7.5 acre parcel of land located at 1706 S. 68th St. (68th & Mitchell St.). Discussion ensued with questions being answered by staff. City of West Allis Page 2 Printed on 7/17/2019 Safety & Development Committee Meeting Minutes October 11, 2018 5. 2018-0814 Discussion relative to the Purchase and Sale and Development Agreement by and between the Community Development Authority of the City of West Allis and Cobalt Partners, LLC for development within TIF 16 (S. 70th and Washington Street Corporate Office Corridor Plan). Discussion ensued with questions being answered by staff. E. CLOSED SESSION At 7:15 p.m., Chair Lajsic stated it was the intention of the Committee to vote on a motion to convene in closed session at said time and place for: 1. Discussion relative to the sale the 7.5 acre parcel of land located at 1706 S. 68th St. (68th & Mitchell St.). 2. Discussion relative to the Purchase and Sale and Development Agreement by and between the Community Development Authority of the City of West Allis and Cobalt Partners, LLC for development within TIF 16 (S. 70th and Washington Street Corporate Office Corridor Plan). A closed session for the above purpose is authorized pursuant to the provisions of Wis. Stats. Section 19.85(1)(e), which authorizes a governmental body, upon motion duly made and carried, to meet in closed session to deliberate or negotiate the purchase of public properties, and the investment of public funds, or conduct other specified public business whenever competitive or bargaining reasons require a closed session. A motion was made by Ald. Reinke, seconded by Ald. Euteneier, to convene in closed session in Room 128 at 7:15 p.m. The motion carried by the following vote: Aye: 4- Ald. Lajsic, Euteneier, Ald. Vitale, and Ald. Reinke No: 0 Upon conclusion of the closed session at 7:58 p.m., a motion was made by Ald. Vitale, seconded by Ald. Reinke to adjourn the meeting directly from the closed session. The motion carried unanimously. F. In order for the general public to make comments at the committee meetings, the individual(s) must be scheduled (as an appearance) with the chair of the committee or the appropriate staff contact; otherwise, the meeting of the committee is a working session for the committee itself, and discussion by those in attendance is limited to committee members, the mayor, other alderpersons, staff and others that may be a party to the matter being discussed.
