The above agenda was posted on the State Public Notice website (Utah.gov/pmn), the city website (WBCity.org), posted at city hall, emailed to the Mayor and City Council, and provided to the Davis Journal on December 15, 2023, by Remington Whiting, City Recorder.  WEST BOUNTIFUL CITY RESOLUTION #544-23 A RESOLUTION CONSENTING TO THE APPOINTMENT OF MELISSA MORLEY AS YOUTH CITY COUNCIL ADVISOR WHEREAS, the West Bountiful City Council established the West Bountiful Youth City Council by adoption of Ordinance #403-18; and, WHEREAS, pursuant to the above referenced Ordinance, the Mayor, with the advice and consent of the City Council, shall appoint youth advisors to assist with activities of the Youth City Council. NOW THEREFORE, BE IT RESOLVED by the City Council of West Bountiful City that it consents to the Mayor’s appointment of Melissa Morley as Youth City Council Advisor with a term ending December 31, 2027. EFFECTIVE DATE. This resolution shall take effect immediately upon passing. Approval is requested for the following: 1. Road Improvements - $14,081.51. West Bountiful City limits include a short portion of 1100 W south of 500 S. Woods Cross City recently performed road/sidewalk improvements in this area and asked if West Bountiful City would include a section with missing sidewalk so that the road could be complete. The original idea was to request grant funding from Davis County (as Woods Cross had receieved). The city is still seeking these funds from the county, but in the meantime, staff recommend reimbursing Woods Cross City for this portion of work. Recognition of Outstanding Police Work 36 Chief Erekson recognized Jordyn O’Niones, Sergeant Chris Jacobson, and Assistant Chief Lance 37 Wilkinson for their achievements related to an evidence room audit over the past year and their extra 38 effort in bringing the organization to a higher level. 39 Chief Erekson recognized Officer Parker Bjorndal for going above and beyond duty when he 40 responded to a medical emergency earlier this year. Mayor Romney expressed gratitude to the 41 department and Officer Bjorndal. 42 43 4. Canvass of West Bountiful Municipal General Election 44 45 Duane Huffman explained that the council acts as a board of canvassers. Mayor Romney 47 asked Duane to discuss the turnout of the election. The report showed that 46.65% of all registered 48 voters in West Bountiful cast a ballot. 49 50 Votes Cast: Total Votes – 3,991. He also stated that there would be one appointment tonight with another in two weeks. 66 He presented Kimberly Staker to the council and expressed his appreciation. 67 68 MOTION: James Bruhn made a motion consenting to the appointment of Kimberly 69 Staker as Youth City Council Advisor. Report by Council Member Mark Preece Proposed Tax Increase by South Davis Sewer 78 District 79 Council Member Preece explained that there is a new state law requiring that those representing the 80 city council on special districts make a report to the council when there is a proposed tax increase. 81 Matt Myers, General Manager for the South Davis Sewer District, explained why it was necessary to 82 have a property tax increase. There will be significant construction at the north plant necessary to 83 meet new environmental requirements related to the discharge of phosphorus and nitrogen. Mr. 84 Myers reviewed the planned improvements, and presented how the district performs in terms of 85 costs to rate payers as compared to other sewer operators.  WEST BOUNTIFUL Page 3 of 4 CITY COUNCIL MEETING December 6, 2023 86 Council Member Preece shared his concern about the number of upgrades that the state is requiring 87 and the cost of it all. Council Member Wood asked about where the wastewater was discharged. 88 Council Member Enquist asked about the potential effects on odors in the area from the ammonia. 89 Mr. Myers responded that the district will have to look closer at potential odors. 90 91 92 7. Resolution #542-23, A Resolution Consenting to the Appointment of Remington 93 Whiting as City Recorder. 94 95 Mayor Romney introduced Remington Whiting to the council. He will be the new West Bountiful 96 City Recorder. 97 98 MOTION: Rod Wood made a motion consenting to the appointment of Remington 99 Whiting as West Bountiful City Recorder. The Chief reviewed the department’s process for 119 enforcement.. 120 • Officer Thompson will be departing the department later this month. There should be bids back by the 132 beginning of January. 133 134 Duane Huffman – 135 • A draft memo on the home occupation ordinance will be sent out to the council. He will 136 present this next week to the planning commission. 137 • Subdivision code updates will be discussed in the future as well. He explained that the 138 subdivision process needs to be changed because of new state law. 139 • The city will be participating in a resident well-being survey conducted by USU. 140 • This Saturday a training will take place for the new city council members. Duane invited any 141 current council members to attend as well. 142 143 10. Mayor/Council Reports 144 145 Kelly Enquist – 146 • Reported on a mosquito abatement meeting.
