MEMORANDUM To: Planning and Zoning Commission From: Kelly Fry, City Clerk Date: February 7, 2025 Subject: Presentation of the 2045 Comprehensive Plan and Recommendation for Public Hearing Date Bolten-Menk has worked with city staff and a Comprehensive Plan Steering Committee over the last several months to update and develop the proposed 2045 Comprehensive Plan. The purpose of this memo is to highlight the significance of adopting a Comprehensive Plan and to recommend scheduling a Public Hearing on the Proposed 2045 Comprehensive Plan. Importance of a Comprehensive Plan: A Comprehensive Plan serves as a vital tool for guiding the long-term development and growth of our community. It provides a cohesive vision that aligns with the community's goals and a comprehensive plan serves the following functions: • The plan provides continuity. The plan provides continuity across time and gives successive public bodies a common framework for addressing land use issues. • It is a tool the City can use to seek funding by illustrating the City's goals are in place and identifying the community's needs • It allows communities to plan development in a way that protects their valued resources and identifies environmental features like stormwater issues, transportation needs, and housing needs • It provides guidance for shaping the appearance of the community. • It promotes economic development. • It provides justification for decisions. Recommendation: To facilitate public input and ensure transparency in the planning process, the Planning & Zoning Commission needs to hold a Public Hearing. We recommend the Planning and Zoning Commission set a Public Hearing date of March 13, 2025, at 6:00 p.m. This hearing will provide an opportunity for community members to voice their opinions, ask questions, and contribute to the finalization of the Comprehensive Plan. Your input is valuable in shaping a plan that reflects the community's needs and aspirations. All interested parties are encouraged to attend and provide their feedback. West Burlington Planning and Zoning Commission Meeting Minutes Thursday, May 9, 2024 The West Burlington Planning and Zoning Commission met on Thursday, May 9, 2024, at 5:30 p.m. at West Burlington City Hall, 122 Broadway Street, West Burlington, Iowa, with Chairman Karen Dewey presiding. MEMBERS PRESENT: Karen Dewey, Joe Rector, Mike Davis, Sandy Lee, and Mary Storch MEMBERS ABSENT: Blake Ruther and Kathy Newberry ALSO PRESENT: City Clerk Kelly Fry CALL TO ORDER ROLL CALL PERFECTING & APPROVAL OF AGENDA Moved by Rector, seconded by Storch, to approve the agenda as presented. Motion carried by the following votes: Ayes: Dewey, Rector, Davis, Lee, and Storch PUBLIC HEARING Chairman Dewey Opened a Public Hearing on the proposal to amend the City’s Zoning Code to establish a new Residential Zoning District titled “R-6 Recreational Vehicle Park Zoning District”, and establish boundary lines and regulations for the proposed district The Planning & Zoning Commission received a request from Clifford Reif, who owns the Hwy 34 Truck Stop at the corner of Hwy 34 and Hwy 406 Rd. Reif would like to build an RV Park on the property between the Truck Stop and the IAAP property. This is the last piece of property located inside the city limits. The property to the west is owned by the IAAP. The lot is currently zoned I-3 (Heavy Industrial). Under the current city code, a recreational vehicle park is not permitted in that district, and the current code does not include regulations for this type of temporary use. The City Code does have a Zoning District that allows for a Mobile Home Park, Page which1 of 3 regulates permanent mobile home structures rather Page 4 of 6 Agenda Item #3. than temporary parking. The Commission feels the proposed recreational vehicle park would be an appropriate use of the lot, given the location and surrounding land use. The Commission has created a proposed Ordinance that would establish regulations for a new zoning district titled R-6 Recreational Vehicle Park (RV Park) District and established boundaries for the proposed district that would change the current I -3 Heavy Industrial zoning to R-6 Recreational Vehicle Park District. The new district boundaries would include Lot 1, and part of Lot 3 of Liberty Subdivision, and part of the Northeast Quarter of the Northwest Quarter of Section 33, Township 70 North, Range 03 West of the Fifth Principal Meridian, all in the City of West Burlington, Des Moines County, Iowa, being more particularly described as follows: Beginning at the Southwest Corner of said Lot 3 of Liberty Subdivision; thence North 01 degrees 18 minutes 49 seconds East along the west line of said Liberty Subdivision a distance of 900.95 feet to southerly Right-of-Way line of West Mt. Pleasant Street (former U.S. Highway 34); thence South 88 degrees 39 minutes 18 seconds East along said southerly Right-of-Way line a distance of 472.65 feet to the northerly extension of the easterly line of Lot 1 of said Liberty Subdivision; thence South 01 degrees 18 minutes 16 seconds West along said easterly line and the northerly extension thereof, a distance of 901.14 feet to the south line of said Liberty Acres; thence North 88 degrees 37 minutes 50 seconds West along south line a distance of 472.79 feet to the Point of Beginning, containing 9.78 acres more or less. Chairman Dewey opened the floor for public input at 5:35 p.m. No comments were received, and the Public Hearing was closed at 5:40 p.m. NEW BUSINESS Consider an Ordinance amending the City Code to include a new zoning district titled "R-6 Recreational Vehicle Park District" and establishing regulations for said district The Commission reviewed the proposed Ordinance to create a new “R-6 Recreational Vehicle Park District” and create a new section in the City Code titled “Special Regulations for R-6 Recreational Vehicle Park District”. The purpose of this Ordinance is to regulate recreational vehicle parks in the City of West Burlington, Iowa, and to provide the minimum standard specifications for the construction, installation, maintenance, and operation of said parks. The Ordinance would also make it unlawful for any person to establish, maintain, conduct, or otherwise operate a Recreational Vehicle Park outside of the established boundaries of the R-6 District. Moved by Davis, seconded by Rector, to recommend City Council approve the proposed Ordinance amending the Zoning Code to establish and create regulations for a Recreational Vehicle Park District. Motion carried by the following votes: Ayes: Dewey, Rector, Davis, Lee, and Storch Consider an Ordinance amending the Official Zoning Map to establish the boundary lines for a new R-6 Residential Vehicle (RV) Park District The Commission reviewed the proposed Ordinance amending the City's Official Zoning Map to rezone the following described area from I-3 (Heavy Industrial) to R-6 (Recreational Vehicle Park District)” : Lot 1, and part of Lot 3 of Liberty Subdivision, and part of the Northeast Quarter of the Northwest Quarter of Section 33, Township 70 North, Range 03 West of the Fifth Principal Meridian, all in the City of West Burlington, Des Moines County, Iowa, being more particularly described as follows: Beginning at the Southwest Corner of said Lot 3 of Liberty Subdivision; thence North 01 degrees 18 minutes 49 seconds East along the west line of said Liberty Subdivision a distance of 900.95 feet to southerly Right- of-Way line of West Mt. Motion carried by the following votes: Ayes: Dewey, Rector, Davis, Lee, and Storch Consider the Final Plat for Cousin Eddy's Subdivision The Commission reviewed the Final Plat for Cousin Eddy's Subdivision, which is located on W. Mt. Pleasant Street between the Hwy 34 Truck Stop and the IAAP property. This is the last parcel of ground within West Burlington's City limits. This is a simple re-alignment of lot lines to create a single lot. The intended use of the lot is to build a Recreational Vehicle (RV)Park. This will depend on the City Council taking action to amend the zoning code to create an RV Park District and rezone the proposed district from I-3 to R-6. The Final Plat requirements appear to be in order for this simple subdivision, and a Preliminary Plat is not necessary. If the RV Park is able to move forward, a site plan would have to be submitted to the Building Department for consideration. The property owner would like to go ahead and realign the lots to create one designated lot. The legal description of the proposed Cousin Eddy's Subdivision is the same as the area that is being designated for the R-6 RV Park District. Moved by Rector, seconded by Storch, to recommend City Council pass a Resolution Waiving the Preliminary Plat and accepting the the Final Plat for Cousin Eddy's Subdivision Motion carried by the following votes: Ayes: Dewey, Rector, Davis, Lee, and Storch OLD BUSINESS ADJOURN to adjourn at 6:20 p.m. Moved by Rector, seconded by Storch, to adjourn the meeting.
