WORLD December 21,2023 Dear Mr. Mandsager, Attached is the 2024 City and Fire Renewal for the City of West Burlington. While your group has performed exceptionally well, many group within the municipal markets have struggled with claims regarding storms, auto accidents, and liability claims. For this reason, Continental Western Group discontinued writing municipal policies in the state of Iowa starting in 2024. After marketing the City to multiple carriers in this sector, we feel your best insurance option would be with Provident Insurance. This carrier is highly rated and provided to us via Iowa Municipal Insurance, which is a brokerage group that has provided quotes to the City of West Burlington for many years. In meeting with the Iowa Municipal Insurance Team and Provident Insurance we feel this carrier to the strongest option for West Burlington. The Carriers that were approached this year were Provident Insurance, EMC, and Travelers. Here are my notes on your upcoming renewal. Overall Increase The total increase for your 2024 policy is 10.5%. In regard to your increase, 8% of the increase is rating, while the remaining 2.5% is in changes made by the city. Fire Pak Policy With the new policy now provided by Provident, your city, police, and fire coverages will now all be on one policy. Cig Package Policy The overall increase of 10.5% is spread—out over—allareas which have taking a small increase. The only line to have a decrease was property. While some limits have increased in different areas, we feel the coverage is our best "Apples to Apples” option. lfyou have any questions regarding rates, coverages, or exposures please let me know. We have prepared the proceedings providing for the adoption of the ordinance on the presumption that the Council will waive the statutory requirement that an ordinance be considered at two meetings prior to the meeting at which it is finally adopted. This waiver requires the affirmative vote of not less than four of the five Council Members. If the Council does not choose to follow this procedure, we will provide substitute proceedings covering the separate considerations of the ordinance. Once the ordinance has been finally adopted, it must be published, and a copy must be filed with the County Auditor of Des Moines County. Please print extra copies of the ordinance for publication and filing. Certificates are included in the proceedings to attest to each of those acts. ORDINANCE NO._______ An Ordinance Deleting Property From the Tax Increment Financing District for the West Burlington Urban Renewal Area of the City of West Burlington, Iowa, Pursuant to Section 403.19 of the Code of Iowa WHEREAS, the City Council of the City of West Burlington, Iowa (the “City”) previously enacted an ordinance providing for the division of taxes levied on taxable property in the West Burlington Urban Renewal Area pursuant to Section 403.19 of the Code of Iowa; and WHEREAS, pursuant to that ordinance, a portion of the West Burlington Urban Renewal Area in the City of West Burlington was designated a “tax increment district”; and WHEREAS, the City Council now desires to decrease the size of the “tax increment district” by deleting certain property; BE IT ENACTED by the City Council of the City of West Burlington, Iowa: Section 1. Purpose. The purpose of this ordinance is to delete certain property from the tax increment financing district for the West Burlington Urban Renewal Area. Section 2. Definitions. For use within this ordinance the following terms shall have the following meanings: “Deleted Property” shall mean certain real property more particularly described, as follows: Certain real property situated in the City of West Burlington, Des Moines County, State of Iowa bearing Des Moines County Property Tax Parcel Identification Numbers 10-35-252-008, 10-35-251-001, 10-35-252-010, 10-35-252-009, 10-35-252-007, 10-35-276-009, 10-35-401-004, 10-35-402-005, 10-35-252-012 and 10-35-252-011. Section 3. The Deleted Property is hereby removed from the tax increment financing district for the West Burlington Urban Renewal Area. No division of property tax revenues as provided under Section 403.19 of the Code of Iowa shall be done with respect to the Deleted Property without further action by the City Council. Section 4. Repealer. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 5. Saving Clause. If any section, provision, or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional. -6- DORSEY & WHITNEY LLP, ATTORNEYS, DES MOINES, IOWA Page 25 of 30 Agenda Item #2.
