REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS JUNE 21, 2016 The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, June 21, 2016 at Police Headquarters, 200 Saw Mill Rd., West Haven, CT. Present were Commissioners Raymond Collins, Deborah Wright, Paul Butler, Jr., Andrew Giaquinto and Keith Sweeney. Also present were Chief John Karajanis, Deputy Chief Joseph Perno, Sgt Sean Faughnan, President of Local 895 and Dave Russell, Council Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00pm. The following items were added to the June 21 Agenda: 3.5 Monthly Overtime Reports – May 2016 A motion was then presented by Commissioner Butler to accept the June 21, 2016 Agenda as amended. The motion was seconded by Commissioner Sweeney and approved unanimously. 1. Minutes of A motion was presented by Commissioner Butler to accept the Minutes of Motion was seconded by Commissioner Sweeney and approved unanimously. 2. Public Input Dave Russell, 23 Minor Rd., West Haven thanked and commended the Department, Commissioner Sweeney, Sgt Ciccosanti, Det Reilly and Det Vinci for their help at a recent city council meeting. He also reported that on Monday there will be a vote regarding the 5 year Capital Gains Plan and the 15 vehicles requested by the department. Carol Soter of Third Ave Ext. West Haven addressed the Commissioners regarding the parking at the beach, Captains Galley and Third Ave Ext. There are No Parking signs but they are not effective. The signs are No Parking after 6pm but out of state cars can be seen parked. There also should be signs in Spanish. She also noted that endangered birds in the area are being bothered. She requested that a comprehensive plan should be made for parking after 6pm. She asked if there could be parking on the right side of Third Ave Ext and none on the left side and also asked if gates and beaches be closed at 8pm an if a traffic study could be made. Georgiana Jette of 90 Anderson Ave., West Haven also addressed the Commissioners regarding closing the parking lots at 10:30pm. And have new no parking signs for resident and non-resident. She also requested that all parking lots have the same no parking signs. She also asked if the  -2- 2. Public Input (Con’t) homes on Third Ave Ext are demolished that Blohm St to Third Ave Ext to Beach be made a one way street. Deputy Chief Perno requested that she contact the Traffic Division after the demolition for specifications. 3. Report of the Chief Chief Karajanis reported that he attended a meeting with Commissioners Butler and Sweeney regarding a disciplinary matter. He also attended a meeting regarding Marshalls for lockup. Another meeting he attended with the management of Harte Nissan regarding recent thefts. 5. Old Business None 6. New Business 6.1 Casey’s Victory Crusade – Saturday, 7/10/16 A motion was presented by Commissioner Butler to approve Traffic Management Team’s request for the Casey’s Victory Crusade, Saturday 7/10/16 and have Traffic Division Motor unit assist with the event. The route is as follows: Chase La to Saw Mill Rd to route 1 to route 114 to route 34 Orange, rt 34 through Orange, Derby, Seymour, Oxford to route 188 thru to route 67 to route 63 to route 42 to route 69 back to route 63 to route 11, to route 1 Boston Post Rd Orange to Saw Mill Rd back to Chase Lane to Italian American Club. The motion was seconded by Commissioner Giaquinto and approved unanimously. 6.2 Hope is coming 5K Race – Saturday 8/13/16 A motion was presented by Commissioner Butler to approve Traffic Management Team’s request for the Hope is coming 5K Race, Saturday, 8/13/16 starting at West Haven High School to Dyke St and proceed west on Capt. Thomas Blvd to Ocean Ave to Seaview Ave to Connecticut to Lake and back east onto Ocean Ave to Ocean Ave to Capt. Thomas Blvd to the High School and to have Public Service Officers assist with the event. The motion was seconded by Commissioner Giaquinto an approved unanimously. 6.3 Closer to Free Ride – Saturday, 9/10/16 A motion was presented by Commissioner Giaquinto to approve Traffic Management Team’s request for the Closer to Free ride, Saturday, 9/10/16 leaving Yale Bowl at 7am turning on to Central Ave then on Derby Ave  -3- 6. New Business (Con’t) then onto Yale Ave and into New Haven an to have one officer from approximately 6:30am- 7:30am just at the start of the race and to use the beat car for that time period. The motion was seconded by Commissioner Butler and approved unanimously. 6.4 Braking the cycle benefit ride – Saturday, 9/24/16 A motion was presented by Commissioner Giaquinto to approve Traffic Management Team’s request for the Braking the cycle benefit ride, Saturday 9/24/16. Riders will be traveling along the shore route from (Kimberly Ave, New Haven) to (New Haven Ave, Milford). The motion was seconded by Commissioner Butler an approved unanimously. 6.5 Fireworks – Friday, 7/1/16 A motion was presented by Commissioner Wright to approve Traffic Management Team’s request for the Fireworks, Friday, 7/1/16 and to close Capt. Thomas Blvd to vehicular and pedestrian traffic from 2100hrs until the end of the fireworks display and to deploy Police officers and Public Service Officers for the event. The motion was seconded by Commissioner Butler and approved unanimously. 7. Pension Board Chairperson Wright reported that his is postponed until July. 8 Report of Committees – Personnel Committee None 9. Commissioner Reports None 10. Executive Session A motion was presented by Commissioner Sweeney to enter into Executive Session to discuss the following; 10.1 Street Crime Unit Monthly Reports – February, March, April & May 10.2 Special Victims Unit Monthly Reports – May 2016 10.3 Review Applicants File 10.4 Interview Applicant 10.5 Action on Interviews (if necessary) 10.6 Personnel The motion was seconded by Commissioner Butler an approved unanimously.
