BOARD OF POLICE COMMISSIONERS 200 SAW MILL ROAD WEST HAVEN, CT 06516 July 11, 2017 The regular meeting of the West Haven Board of Police Commissioners was held on 7/11/17 at the Police Headquarters, 200 Saw Mill Rd., West Haven. Wright Pension Board Present John Karajanis Chief of Police Present Joseph Perno Assistant Chief of Police Present David Russell – City Liaison Not Present After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the meeting to order at 7:00pm. Motion to accept Agenda – approved by Commissioner Wright and second by Commissioner Sweeney 1. MINUTES: A motion was presented by Commissioner Wright to accept the minutes of 6/20/17. The motion was seconded by Commissioner Sweeney and approved unanimously. 2.PUBLIC INPUT: No public input. With no public present session was closed at 7:02p 3.COMMUNICATION: 3.1 Monthly Injury and Lost Time Report – June 2017 3.2 Support Services Monthly Report – June 2017 3.3 Animal Control Division Monthly Report – June 2017 3.4 Investigative Services Division Monthly Report – June 2017 3.5 K-9 Monthly Report – June 2017 3.6 Monthly Attendance Report – June 2017 3.7 Monthly Overtime Report – June 2017. Letter of Appreciation: Chief Karajanis and WHPD – Commissioner P.N. BonTempo 4. Chief of Police Report: Chief Karajanis received FOI complaint regarding a 2012 case which he forwarded to Captain Proto and plans future meeting with Corporate Counsel to discuss. He was advised by Attorney Amendola that there is no objection to the union’s attorney sitting in on the I.A interview. He attended the Cultural Music Festival on June 23, 2017. Captain Proto and Chief Karajanis discussed Captain Proto’s concern regarding an officer resulting in administrative action and a Fitness for Duty request to the EAP provider. Fitness for duty letter faxed to EAP July 5,2017. Attended 1600 hrs. for fireworks Detail. Chief Karajanis and Assistant Chief Perno attended the Soderman ceremony recognizing Retired Detective Dave Ricci. The chief spoke with Henry Szadkowski regarding the Bike Ordinance which will go before the City Council in July 2017. The also discussed the BYOB Ordinance which will go before the City Council in August. The Chief spoke with Dr. Kirschner regarding the Fitness for Duty examination of officer and is awaiting the completed report. Chief Karajanis, the Deputy Chief and Captain DiMeola attended a meeting at City Hall regarding unclaimed bodies. Representation from the Health Department, Maureen Lilllis, the Mayor’s Office, John Lewis and West Haven Funeral Home, Celia Pinzi were present at the meeting. Captain Proto reported to Chief Karajanis that the I.A. was completed and would be submitted for the Chief’s review once transcribed and placed in the book. OLD BUSINESS: None NEW BUSINESS: 6.1 Savin Rock Festival Street Closure -July 24-31, 2017 Motion to approve by Deborah Wright, Seconded by Keith Sweeney 6.2 Braking Aids Ride – Saturday, 9/9/17 Motion approved by Keith Sweeney, seconded by Paul Butler 6.3 Ordinance Hearing – Mrs. Teddi McKenna 117 Prospect Ave. – Blight 6.3a Litigation Executive Session- Resident was a no show. Ticket stands.
