BOARD OF POLICE COMMISSIONERS
Minutes of the meeting held Tuesday, September 1, 2020
The regular meeting of the West Haven Board of Police Commissioners was called to order
at 7:02 p.m. by Chairman Raymond Collins, III at Police Headquarters, 200 Saw Mill Road.
All those present rose and recited the Pledge of Allegiance.

Commissioner Sweeney MOVED to accept the agenda as presented; SECONDED by
Commissioner Butler. Motion carried unanimously.
1. Minutes for Approval
Commissioner Butler MOVED to accept the minutes of July 21, 2020; SECONDED by
Commissioner Sweeney. Motion carried unanimously.
2. Public Input
Sean Faughnan, President, Local 895
Detective Faughnan congratulated Marcus Tavares and reviewed their history as friends
and coworkers. He concluded that Officer Tavares’ promotion to the rank of Sergeant is well
earned and well deserved.
Chairman Collins asked three times if any other person wished to speak. There being none,
he declared the public portion closed.

8.2 Resignation – Sergeant Eric Dlugolenski
Commissioner Sweeney MOVED to accept the resignation of Sergeant Dlugolenski,
effective August 21, 2020; SECONDED by Commissioner Butler. Motion carried
unanimously.
8.1 Promotion – Officer Marcus Tavares to the rank of Sergeant
Commissioner Sweeney MOVED to promote Officer Marcus Tavares to the rank of
Sergeant, effective September 4, 2020; SECONDED by Commissioner Butler.
Deputy Chief Flemmig stated, Officer Marcus Tavares began his law enforcement career
with the New Haven Police Department where he served for over 20 years. While a member
of the New Haven Police Department, Officer Tavares was a highly decorated officer who
served as a School Resource Officer and was instrumental in improving the quality of life
and safety at Hillhouse High School.

Officer Tavares was hired by the West Haven Police Department on April 15, 2014, shortly
after his retirement from New Haven. He spent his first two years serving in the Uniform
Patrol Division. In August of 2016, he was reassigned to be a School Resource Officer at
West Haven High School where he has served admirably since. Officer Tavares is a hard
worker who takes pride in his job; his work with the youth of our community reflects
positively upon our department’s mission and goals.
Officer Tavares is well respected by all members of the West Haven Police Department and
I believe his temperament, partnered with his prior law enforcement experience, will make
him a great asset as a supervisor in the Uniform Patrol Division, where he will get the best
out of his subordinates.
Marcus, congratulations on your promotion to Sergeant.
Motion carried unanimously. [Applause rang throughout the forum].
Sergeant Tavares was then administered the oath of office by Chief Perno. His Sergeant’s
badge was pinned on by his grandson.

At 7:16 p.m., Commissioner Sweeney MOVED to enter Executive Session to discuss the

SECONDED by Commissioner Suggs. Motion carried unanimously.
12. Return to Regular Session/Adjournment
At 7:17 p.m. the Commissioners returned to regular session and adjourned on a motion by
Commissioner Sweeney; SECONDED by Commissioner Butler. Motion carried
unanimously.
