City of West Haven, CT Board of Police Commissioners Minutes of the meeting held Tuesday, May4, 2021 The regular meeting of the West Haven Board of Police Commissioners was called to order at 7:00 PM by Chairman Raymond Collins III at West Haven Police Headquarters, 200 Sawmill Road. All those present, rose and recited the Pledge of Allegiance. Attendance Raymond Collins III, Chairman Present Paul E. Butler, Vice-Chairman Present Keith Sweeney, Commissioner Present Christopher Suggs, Commissioner Present Deborah B. Wright, Pension Board Chair and Commissioner Present Joseph Perno, Chief of Police Present Carl Flemming, Deputy Chief Present Agenda Commissioner Butler moved to accept the agenda as presented; seconded by Commissioner Sweeney. It passed unanimously. 1. Minutes for Approval Commissioner Sweeney moved to accept the minutes of May 4, 2021; seconded by Commissioner Butler. It passed unanimously. 2. Public Input – No one from the public spoke 3. Communications 3.1 Animal Control Report – Month of April 2021 3.2 K-9 Monthly, Sgt. Bloom/K9 Ike – Month of April 2021 3.3 Investigative Services Report – April 2021 3.4 Traffic Report – Month of April 2021 3.5 Training/Armorer Report – Mont of April 2021 3.6 Training Division Report – Month of April 2021 3.7 Support Services Report – Month of April 2021 4. Report of the Deputy Chief 4.1 We are currently staffed at 118 Officers. We are minus 4 officers in Field Training, 3 Officers out injured, 1 Officer on Light Duty, 1 Sergeant and 2 Officers on Military Leave, which leaves us a total of 107 Officers available. 4.2 The next Police Academy class starts June 2, 2021 and will be a commuter class.  4.3 The Police Department will be reopening the building to the public on May 19, 2021 in accordance with the Governor’s plan to ease COVID restrictions and reopen the state. 5. Report of the Deputy Chief 5.1 Bid opening for building cameras extended to May 25, 2021 due to clerical errors. 6. Report of the Committees – No reports 7. Old Business – None presented 8. New Business 8.1 Certification of Promotional Exam List 8.1.1 The Promotional Exam List is for the positions of Captain, Lieutenant, and Sergeant. Commissioner Butler made a motion to accept the Promotional Exam List and it was seconded by Commissioner Sweeney. It passed unanimously. 8.2 Action taken on Executive Session 11.3 (if necessary) 8.2.1 Commissioner Wright made a motion to add the interviewing of Probationary Officers Grade D to the agenda and it was seconded by Commissioner Sweeney. It passed unanimously. 8.2.2 Commissioner Butler made a motion to approve the hiring of Probationary Officers Grade D to the agenda and it was seconded by Commissioner Sweeney. It passed unanimously. 9. Pension Board – No report 10. Commissioners Report – No reports 11.
