Minutes of the meeting held Tuesday, December 21, 2021
The regular meeting of the West Haven Board of Police Commissioners was called to order at
7:00 PM by Chairman Raymond Collins III at West Haven Police Headquarters, 200 Sawmill
Road. All those present, rose and recited the Pledge of Allegiance.

Agenda
Chairman Collins asked if there were any amendments to the agenda. Chief Perno requested to
add item 8.2 Tow Policy and item 10.4 Personnel Update. Commissioner Butler made a motion
to add item 8.2 Tow Policy to the agenda; it was seconded by Commissioner Wright. It passed
unanimously. Commissioner Carrano made a motion to add item 10.4 Personnel Update to the
agenda; it was seconded by Commissioner Butler. It passed unanimously.
Chairman Collins asked for a motion to accept the agenda as amended. Commissioner Butler
moved to accept the agenda as amended; seconded by Commissioner Carrano. It passed
unanimously.
1. Minutes for Approval
Commissioner Butler moved to accept the minutes of December 7, 2021; seconded by
Commissioner Wright. It passed unanimously.
2. Public Input – The President and Vice-President of the Retired Officers Association
presented Commissioner Wright with an award of appreciation to recognize her diligent
efforts she made to correct the pension payment errors.

3.1 K/9 Report – Sgt. S. Bloom/K9 Ike – November 2021

4. Report of the Chief
4.1 A Caiman rescue vehicle from the Regional Team in Farmington, CT is being
tested in West Haven on December 22, 2021. It will be transported to West
Haven with the help of Bruneau’s Inc. Towing. The rescue vehicle will be used
by police department, fire departments, and the Emergency Operations Center. It
will be housed at the Benham Hill Fire House. The acquisition is on the State
Senate’s agenda for approval in February 2022.
5. Report of the Deputy Chief
5.1 A recruit is graduation on Thursday, December 23, 2021. The start date is
Monday, December 27, 2021.
6. Report of the Committees
6.1 Personnel Committee – Commissioner Butler stated for the record that the police
officers are appreciated. The Board of Police Commissioners, City Council, and the
Police Department are working to make things happen.

8. New Business
8.1 Ordinance Violation – Ticket 10514 Animal Complaint
David T Killian 28 Arlington Street, West Haven, CT spoke to appeal the ticket
that was issued. He said that he wasn’t home at the time the ticket was issued.
His wife told him that a complaint was made that the dog was left out all night.
Officer Denice Ford issued the ticket. Commissioner Butler made a motion to
uphold the ticket; the motion was seconded by Commissioner Wright. The
motion passed unanimously to approve the motion.
8.2 Tow Policy
The old signature page was revised in order to comply with the general order.
Commissioner Butler made a motion to accept the new tow policy; seconded by
Commissioner Carrano. The motion passed unanimously.
9. Pension Board
9.1 Mr. David Moran – Raymond James
David Moran was not in attendance. There was no report.

10.3 Special Victims & Firearms Unit Report – November 2021
10.4 Personnel Update
Commissioner Butler made a motion to enter Executive Session at 7:30 PM; seconded by
Commissioner Wright. The motion passed unanimously.
At 8:42 PM Chief Perno stated there are potentially seven officers who will be leaving the force.
Commissioner Butler made a motion to adjourn; seconded by Commissioner Suggs. It passed
unanimously. The meeting adjourned at 8:42 PM.
