City of West Haven, CT Board of Police Commissioners Minutes of the meeting held Tuesday, May 3rd, 2022 The regular meeting of the West Haven Board of Police Commissioners was called to order at 7:08 PM by Chairman Raymond Collins III at West Haven Police Headquarters, 200 Sawmill Road. All those present, rose and recited the Pledge of Allegiance. Attendance Raymond Collins III, Chairman Present Paul E. Butler, Vice-Chairman Present John M. Carrano, Commissioner Absent Christopher Suggs, Commissioner Present Deborah B. Wright, Pension Board Chair and Commissioner Present Joseph Perno, Chief of Police Present Carl Flemmig, Deputy Chief Present Agenda Commissioner Butler MOVED to add Item 8.6 regarding the 2022 Greater New Haven Heart Walk to the agenda; SECONDED by Commissioner Wright. Motion carried unanimously. Commissioner Butler MOVED to accept the agenda as amended; SECONDED by Commissioner Wright. Motion carried unanimously. 1. Minutes Commissioner Wright MOVED to accept the minutes from April 19th, 2022 as presented; SECONDED by Commissioner Butler. Motion carried unanimously. 2. Public Input Sean Faughnan, President of Local 895, spoke on behalf of the Union to thank Sergeant Bloom for more than 18 years of service and emphasized how important him and K9 Ike have been to the department. He commended all the dogs and the dog handlers for all the hard work and dedication they put in. Another member of the audience shared remarks regarding Sergeant Bloom’s impressive law enforcement career and all that him and Ike have done for the K9 unit. Bill Ciccosanti, 200 Sawmill Road, reminisced about the memories he had of Sergeant Bloom and Ike throughout their time at the department. He thanked and congratulated Sergeant Bloom and Ike. 1 Justin Standish, 200 Sawmill Road, thanked Sergeant Bloom for his dedication to the K9 unit and his mentorship. He also thanked Sergeant’s Bloom family and congratulated Ike on his retirement after 9 years of service to the department and West Haven community. Thomas Marchitto, 200 Sawmill Road, thanked Sergeant Bloom for all his work and years of service with the K9 unit from the state level to the municipal level. Chairman Collins asked three times if any person would like to address the board. There being none, he declared the public portion closed. 3. Communications 3.1 Investigative Services Report – March 2022. 4. Report of the Chief – No Report 5. Report of the Deputy Chief – No Report 6. Report of the Committees – No Report 7. Old Business - None 8. New Business 8.1 Recognition of K9 Handler Sergeant Scott Bloom and Retirement of K9 Ike Effective, April 24, 2022. Commissioner Butler MOVED to accept the recognition of Sergeant Bloom and retirement of K9 Ike effective April 24, 2022; SECONDED by Commissioner Wright. Motion carried unanimously. Sergeant Bloom offered remarks of gratitude to those who have helped and supported him throughout his career. He especially thanked his fellow officers for all their hard work and support they have shown him. 8.2 Motorcycle – (Don’s Hat Rack) 06/05/2022. Commissioner Butler MOVED to accept the request for the motorcycle ride that will be held on June 5th, 2022 through parts of West Haven; SECONDED by Commissioner Wright. Motion carried unanimously. 8.3 Tri-State Trek – 06/25/2022. Commissioner Butler MOVED to accept the request for the Tri-State Trek that will be held through parts of West Haven on June 25th, 2022; SECONDED by Commissioner Wright. Motion carried unanimously. 2 8.4 Great Strides Walk-a-thon (Cystic Fibrosis Foundation) 5/15/2022. Commissioner Butler MOVED to accept the request for the Great Strides Walk-a-thon that will be held along the West Haven shoreline on May 15th, 2022; SECONDED by Commissioner Wright. Motion carried unanimously. 8.5 Action on Lateral Applicant Interviews Item 8.5 was tabled to Executive Session. 8.6 2022 Greater New Haven Heart Walk Commissioner Butler MOVED to accept the request for the 2022 Greater New Haven Heart Walk; SECONDED by Commissioner Wright. Motion carried unanimously. 9. Pension Board – No Report 10. Commissioners Reports – No Report 11. Executive Session Commissioner Butler MOVED to enter Executive Session to discuss the following: 11.1 Lateral Applicant Interview 11.2 Lateral Applicant Interview Motion was SECONDED by Commissioner Wright. Motion carried unanimously. The Commissioners entered Executive Session at 7:30 PM. 12. Return to Regular Session/Adjournment At 8:30 PM, the Commissioners returned to regular session and adjourned by a motion from Commissioner Wright; SECONDED by Commissioner Butler.
