Minutes
A Meeting of the City of West Haven Fire Department Allingtown was held on Tuesday, March 12, 2015 at City of West
Haven Fire Department Allingtown, 20 Admiral Street, West Haven, CT.
Present were Commissioners Ronald Walters, Michelle Mays, Iris Diaz, Paul Sikorski, and Frederick Brown. Also present
was Chief Massaro and Deputy Chief Esposito.
Chairperson Walters called the meeting to order at 6:41 pm.

2. Roll Call
Commissioner Walters called the roll and declared a quorum. Commissioners Tucker and Pimer were absent.
Commissioner Brown would sit in for Commissioner Tucker.
3. Approval of January 6, 2015 regular meeting minutes.
Commissioner Walters made a motion to approve the minutes for the January 6, 2015; minutes were seconded
by Commissioner Sikorski. The minutes were approved by unanimous vote.
4. Public Session
Anthony Krezminski of 1 Robart Street made a asked about the bill to JAG & Sons for $225.00. Deputy
Chief Esposito explained that the hand pads had to be changed. Anthony asked about the stop light going on in
front of the Fairfax station when the men are responding to a call. He stated that over the past week or so they
pulled out of the station when he was going by and the light did not go on. Deputy Chief Esposito replied that
the button to have the light go on is in an awkward place on the truck floor and sometimes you are
concentrating on getting to the call and they don’t take the time to push the button. He said that it has
happened to him before. Commissioner Walters asked the Chief and Deputy Chief will remind the men to make
sure to push the light button.
Margaret Krzeminski of 1 Robart Street asked if it cost $12,150 to send the two new men to fire fighting school.
Chief Massaro replied yes. Margaret asked if they had any training before getting hired. Chief Massaro explained
that they are both paramedics. He told her that it cost quite a lot to send someone to paramedic school. It takes
close to two years for all the classes and the ride time. They go during the day and night. Margaret asked if the
truck money from the sale of the Tower 1 was still in an account. Commissioner Walters explained that when
the money was turned over to the city we were told the money would be there when we decided to get another
truck. Margaret asked the Chief if he was looking for vendors. Chief replied yes he has been for about three
months now and we are close to getting one. Margaret asked if it was put in the budget. Chief Massaro replied
yes. Margaret asked if anyone was going to retire. Commissioner Walters stated that we have not heard from
anyone retiring.
5. Finance
Invoices
Reviewed the invoices that were processed for payment.

Budget
Commissioner Walters stated that we are working on the budget for 2015-2016. We will need one more
meeting to finalize it. We will be meeting with the Mayor and the Finance Director probably sometime next week to
go over the budget and get their input.
6. Communications
Commissioner Brown wanted to thank the firefighters who responded to an accident that one of company
vehicles that he works for was involved in. He stated that they were most courteous and professional at the
scene. They were Firefighters Hawes, Martus and DeGrand.
7. Report of the Chief
A verbal and written report was given. Written report will be kept on file.
8. Report of Deputy Chief/Fire Marshal
A verbal and written report was given. Written report will be kept on file.
9. Report of Business Manager
Business Manager Brooks stated she has finished all requested items for the auditors. The budget has a little
more work to be done but it is coming along. I will be meeting with the Mayor and the Finance Director to go
over it next week.
10. Old Business
Truck
Chief Massaro explained that the truck committee has gotten the proposals. A few more details need to be
worked out. I would like to set up a meeting with the board to go over the proposals and make a decision on
which vendor we should go with. I would like to have this done so the committee can present the proposal to
the council at the meeting on March 23, 2015. A meeting with the board was scheduled for Tuesday the 17 th at
5:30 p.m.
Chief Massaro explained that the written part of the deputy fire marshal test was complete and the oral portion
would be completed on Friday the 13th.
11. New Business
A motion was presented to close Regular Session at 7:50 p.m. and go into Executive Session by Commissioner Walters,
seconded by Commissioner Sikorski and approved unanimously.
A motion was presented to conclude Executive Session and return into Regular Session at 8:50 p.m. by Commissioner
Walters, seconded by Commissioner Brown and approved unanimously.
A motion was presented to adjourn by Commissioner Walters, seconded by Commissioner Sikorski and approved
unanimously. Meeting adjourned at 8:52 p.m.
