1 CITY OF WEST HAVEN FIRE DEPARTMENT ALLINGTOWN March 8, 2022 Minutes A meeting of the City of West Haven Fire Department Allingtown was held on Tuesday, March 8, 2022. Present were Commissioners Iris Diaz, Troy Tappin, Paul Sikorski, Andrea Palumbo and Frederick Brown. Also present was Chief Terenzio, Deputy Chief Esposito. Commissioner Diaz called the meeting to order at 6:32 pm. 1. Pledge of Allegiance 2. Roll Call Business Manager Brooks called the roll and declared a quorum. 3. Approval of February 1, 2022 meeting minutes. Commissioner Brown made a motion to accept the minutes from February 1, 2022 seconded by Commissioner Palumbo and all approved with the exception of Commissioner Palumbo who abstained because she was not in attendance of the February 1, 2022 meeting. 4. Public Session None 5. Finance: Reviewed and accepted the list of processed invoices for February. There was a brief conversation about getting the P.O.’s in a timely manner. We are still having some problems with the PO’s but we are working on it. 6. Communications: Business Manager Brooks read a thank you note from Rosemary Capecea to the men who responded to her home when her husband Joe fell. Thank you for being so kind and good to her husband Joe. 7. Report of the Chief: Chief Terenzio gave verbal and written report for February which will be kept on file. Chief Terenzio stated that Firefighters O’Toole and DelVecchio have successfully completed completed their one-year provisional period. I recommend that they be approved and continue on as permanent members of the department. The grievance filed by Local 1198 over a recent City of West Haven testing mandate issued by the Mayor on January 10, 2022, has tentatively settled. Engine 3 that was sold is already being painted by its new owner. Chief Terenzio showed pictures of the progress. 8. Report of Deputy Chief/Fire Marshal: Chief Terenzio stated that you have a copy of Deputy Chief/Fire Marshal Esposito’s report for February; if you have any questions or concerns, I will answer them to the best of my ability or I will make sure the Deputy Chief gets the questions and answers you. 2 9. Old Business: Headquarters Issues- Chief Terenzio explained that it remains the same. However, Retired Firefighter John Ordazzo has been fixing the leaks on the truck floor. He has put a sealer on one area and is going to test it before he moves on to the damaged areas. Firehouse Study – Chief Terenzio explained that we are constantly reevaluating as we find different properties that could work and also if UNH decides to be included in the project. The city pointed out a piece of property in back of Carrigan School. Deputy Chief Esposito took a look at the property and it would need to have a road put in and all the utilities would have to brought in as well and this would be over the cost that’s anticipated for the project. It’s just not a feasible area for this project. We will continue with other possibilities. We are looking into a property that UNH leases from the state. Testing-Entry Level Consortium: Chief Terenzio stated that there is nothing to report. New Fire Truck-Chief Terenzio stated that it is progressing on schedule. SCBA Bottle Fill Compressor-Chief Terenzio explained that we received the piece needed to fix the compressor, it has been installed and I’m happy to report that it is now working fine. Thanks to Deputy Chief Esposito for his due diligence on this repair. He saved the department a lot of money. New Business: Commissioner Diaz asked about changing the week that this meeting has been held. She is on another committee that meets on the same day each month and will continue to do so for about two years. She wants to be able to continue her involvement with the department and she feels this is her first priority. There was a brief discussion. Business Manager Brooks explained that if they meet the on the second Tuesday of the month then Deputy Chief Esposito has a prior commitment. Commissioner Diaz explained that if he had to miss the meetings that he could give his report to the Chief to be presented. If question should arise that can’t be answered by the board or the Chief then we would make sure Deputy Chief Esposito would be contacted so he could handle them. A motion was presented to change the meeting to the second Tuesday of the month starting next month and keeping the time of 6:60 the same by Commissioner Palumbo, seconded by Commissioner Brown and approved unanimously. Commissioner Brown made a motion to accept Firefighters Vincent DelVecchio and Thomas O’Toole as permanent members of the department, seconded by Commissioner Palumbo and approved unanimously. Commissioner Brown wanted to extend his sympathy for the Capetta family for loss of their father Aniello Capetta. Commissioner Brown wanted to thank Trenee’ McGee for all her support to the department during her time on the city council. Commissioner Brown stated that he wanted to keep E-3 to use for promotional activities. Commissioner Brown mentioned that there is a volunteer meeting on Thursday at 7:30. He asked about the ISO rating. Chief Terenzio explained that is 3 now. He went on to say that the biggest problem was the tracking of training. We are going to be more diligent about this issue and hopefully we can bring the rating up in the future. 10. A motion was made to close regular session at7:48 pm and go into executive session by Commissioner Palumbo, seconded by Commissioner Sirkorski and approved unanimously. 3 A motion was presented to close executive session at 7:53 pm and resume regular session by Commissioner Palumbo, seconded by Commissioner Brown and approved unanimously. Commissioner Brown stated that Toni Paine passed. He expressed what a great loss this is to West Haven. She was involved in many things over the years for the betterment of the city. A motion was presented to adjourn by Commissioner Palumbo, seconded by Commissioner Brown and approved unanimously.
