Inland Wetlands Watercourse Agency

The West Haven Inland Wetlands Agency held a Regular Meeting on Tuesday, September 15, 2015 in the Harriet North Room, 2nd Floor, City Hall, 355 Main Street, West Haven, CT at 6:30 P.M. PRESENT: Commissioners Kane, Saldibar, Beecher, Carr, Gilbane, ZEO Conniff and Assistant Engineer Pidluski. Absent was Commissioner Perrone. MINUTES OF REGULAR MEETING: Commissioner Saldibar made a motion to approve the meeting minutes of August 18, 2015, seconded by Commissioner Gilbane and passed. Continued: 350 Frontage Road: Inland wetland application for 2 new building additions and foyer (+or - )6,000 sq ft. with a 38 space paved parking area and 20 ft one way driveway along the south side of the building in the regulated area. Applicant/Owner: Enthone Inc. IW# 15-030 Jim Swift stated the commission noticed on their site walk the area that was going to be disturbed on the site. Engineer stated the access road has no plans as to emergency access. He would like to see that on the plan. Mr. Pidluski is satisfied with the storm water detention system. However, the landscaping plan doesn’t indicate plantings along the bank. Applicant stated the plans show that and explained where it was on the plan. He also reminded the applicant that weekly inspection reports are required requiring sediment and erosion controls. Commissioner Saldibar made a motion to approve File IW #15-030, seconded by Commissioner Beecher with the conditions and/or suggestions made by Assistant Engineer Pidluski and passed Miscellaneous: Spring St. Attorney Amendola stated he has a draft injunction for a motion that he will file with the court. Relief being requested is a cease and desist order until a plan is presented to this board. Commissioner Kane stated a cease and desist was ordered a year ago. Attorney Amendola stated this is an injunction where a court orders them to cease work. There has also been no feedback from DEEP. ADJOURNMENT: 7:00 p.m. Commissioner Saldibar made a motion to adjourn, seconded by Commissioner Beecher and passed.
