Inland Wetlands Special meeting minutes for November 5, 2015 The West Haven Inland Wetlands Agency held a Special Meeting on Thursday, November 5, 2015 in the Planning and Development conference room, 1st Floor, City Hall, 355 Main Street, West Haven, CT at 2:00 P.M. PRESENT: Commissioner Kane, Saldibar, Beecher, Perrone, Gilbane, ZEO Conniff, . Absent was Commissioner Carr. PLEDGE OF ALLEGANCE New: 1. 105 Water Street & 16 Elm Street: The Commission of Inland Wetlands would like to review the disturbed wetlands that were identified at 105 Water Street parcel, in two discrete areas totaling approximately 1,358 square feet. The proposed environmental remediation activities will result in the removal of these low quality wetland areas. These regulated activities will also take place within a 42,500 upland review area. Owner: City of West Haven & The Haven Group LLC/ Applicant: City of West Haven File #15-031  Darrick Jones the engineer for the project explained on what they are proposing .  WKane: They need to clean up the area before the development can start construction  D. Salidbar: No issues with application  WKane where will the soils be sent?  DJones: Some may be reused off site others maybe to a soil facility out of state  D. Salidbar: How deep will you have to go down?  D. Jones: 4 feet will be taken out  D. Salibar what type of soil will it be replaced with?  D. Jones: clean fill  D. Salibar: What is the truck route that will be taken to remove the fill off sit?  D. Jones: I believe 95 will be the route It will take a couple months to clean the site up most likely be done by December  L. Perrone: If dumping will be done in Meriden then they will have to use 95-91  J. Riccio: We are anxious to get this project started which is a 2million dollar grant given to the city be DECD.  WKane: Made a motion to approve the application with conditions 1. Cover the top of the trucks 2. Only allowed to removed the soils stated on the plan  D. Salibar seconded  Motion Approved 5-0 Unanimous decisions with conditions 2. Amendment to the Inland Wetlands Regulations W.Kane: Wanted to talk about revising the regulations to allow staff to administratively approve certain applications with IW commission approval.
