Inland Wetlands Watercourse Agency

The West Haven Inland Wetlands Agency held a Regular Meeting on Tuesday, November 17, 2015 in the Harriet North Room, 2nd Floor, City Hall, 355 Main Street, West Haven, CT at 6:30 P.M. PRESENT: Commissioners Kane, Saldibar, Perrone, Carr, Gilbane, Assistant City Planner Librandi, ZEO Conniff and Corporation Counsel Amendola. Absent was Commissioner Beecher. PLEDGE OF ALLEGANCE APPROVAL OF MINUTES OF REGULAR MEETING OF October 20, 2015 and Special Meeting November 5, 2015 – Commissioner Saldibar made a motion to approve the minutes of October 20, 2015 and November 5, 2015, seconded by Commissioner Gilbane and passed. Continued: 1. 5 Spring Street: West Haven CT. (MBL 055-0106-0-0002) The Commission of Inland Wetlands would like to review the Cease and Desist order that was issued by The City of West Haven Planning and Zoning Department. Attorney Amendola is in the process of drafting a proposed settlement. The draft will be completed sometime at the end of this week and he will forward it to Commissioner Kane for his revisions and suggestions before sending it to the other parties. Commissioner Kane asks that a ten day period be required from Attorney Marcus’ office for a response. Commissioner Carr brought to the commission’s attention a watershed report that includes this property. Commissioners asked that this item not be delayed anymore. Attorney Amendola explained the processes that could happen if all parties agree or disagree. Continued to the next meeting in December. 2. Amendment of Inland Wetland Regulation – Commissioners discussed administrative approval regulations for residential only. Commissioner Saldibar made a motion to approve the regulation change to allow administrative approval for minor activities effective November 17, 2015, seconded by Commissioner Carr and passed. MISCELLANEOUS - A complaint has been filed on Cordone Drive regarding the installation of a fence in the wetland area. ADJOURNMENT: 7:05 p.m. Commissioner Carr a motion to adjourn, seconded by Commissioner Gilbane and passed.
