Minutes
The West Haven Inland Wetlands Agency held a regular Meeting on Tuesday, February 16,
2016 in the Harriet North Room, 2nd Floor, City Hall, 355 Main Street, West Haven, CT at 6:30
P.M.
PRESENT: Commissioners Kane, Beecher, Saldibar, Carr, ZEO Conniff and Planning and
Development Commissioner Riccio. Absent was Commissioner Gilbane.
PLEDGE OF ALLEGANCE
APPROVAL OF MINUTES: Commissioner Saldibar made a motion to approve the meeting
minutes of January 19, 2016, seconded by Commissioner Beecher and seconded.
Continued:
51 Railroad Avenue: An application to construct a 7,500 Sf. Pre-Engineered building in the
Upland review area from the flagged wetlands. Owner / Applicant: 221 Grand Ave. LP file
#IW- 16-033
Max Ruggiero, Joseph Tartola, Karen Mueller described the site and where the building will be
built. Mr. Ruggiero stated manholes have been inspected, asphalt curbing will be installed
around the perimeter, annual inspection will be provided and catch basin hoods installed per
City Engineer recommendations. Commissioner Kane informed the applicant that the
contractor be qualified to do cleaning of catch basins on a quarterly basis and submit report to
staff. A building will be constructed on the prior planned parking lot savings 61 parking spaces.
Commissioner Kane made a motion to approve File #IW16-033 with the following conditions:
Galleries have clean outs attached, quarterly inspections with documentation be sent to staff and
separator hoods installed, seconded by Commissioner Beecher and passed.
420 Island Lane: An application to constructed 74,800 Sf. Warehouse which will be
located in the upland review area. Owner/ Applicant: Threegen Associates LLC. File #IW
16-035
Commissioner Kane stated this agency inspected the site and sees no problems with this site.
Attorney Tim Yolen showed where the buffer will extend to. Oil/water separators will be
installed. John Wagonblatt, engineer, explained curbing will also be installed around the
parking area. He also described the location of the drains and where they will flow to.
Commissioner Carr made a motion to approve File #16-055, seconded by Commissioner
Saldibar and passed.
Staff Report:
5 Spring Street: West Haven CT. (MBL 055-0106-0-0002) The Commission of Inland
Wetlands would like to review the Cease and Desist order that was issued by The City of
West Haven Planning and Zoning Department.
Attorney Amendola sent a letter to the owners stipulating what the City is requiring for the
infringement on the wetlands: Multi-day cleanings, reduce height of piles to 60 ft. or P & Z
recommendation, file a coastal site plan application and remove pile from the rear of the
property or negotiate with the city for proper rental fees for the land on which this pile sits.
DEEP and ZBA will have to review this matter as well. Commissioner Carr is concerned about
the affect it is having on the wetlands.

passed.
