The West Haven Inland Wetlands Agency held a regular Meeting on Tuesday, May 17, 2016 in the Harriet North Room, 2nd Floor, City Hall, 355 Main Street, West Haven, CT at 6:30 P.M. PRESENT: Commissioners Kane, Saldibar, Carr, Beecher, Perrone, Gilbane, and ZEO Conniff. PLEDGE OF ALLEGIANCE APPROVE OF MINUTES: Commissioner Saldibar made a motion to approve the meeting minutes of April 19, 2016, seconded by Commissioner Gilbane and passed. New: 0 Glade Street: The Veterans Hospital is requesting to construct a multi use secure 167 parking spaces lot on a section of city-owned land that is being transferred from the City of West Haven to the United States Department of Veterans Affairs. A section of the parcel that the VA will take ownership to is within the 100-ft inland wetland buffer zone. Approximately 27,000 sf. will be disturbed and restored at the completion of the project by VA. Owner City of West Haven/ Applicant U.S. Department of Veterans Affairs VACT Healthcare System West Haven CT. File # 039-16 Gregory Pidluski presented the application and explained that the VA is in need of parking and the VA will assume approximately 2 acres of the park. The city retained the remainder of the property that will be used as passive recreation. There is a watercourse located on the property and needs to be protected. The City will still own this watercourse and the VA will have no rights to this piece. There will be 167 parking spaces with gates and an attendant. A series of catch basins will be installed and flow to an underground water system and discharged into the watercourse. ZEO Conniff stated there were several meetings and everything that was discussed is being complied with. Daniel Carson stated the gate will only be used in case of emergency with coordination with VA and the City of West Haven. Commissioner Saldibar made a motion to approve File 039-16, seconded by Commissioner Beecher and passed. Staff Report: 5 Spring Street: West Haven CT. (MBL 055-0106-0-0002) The Commission of Inland Wetlands would like to review the Cease and Desist order that was issued by The City of West Haven Planning and Zoning Department. Commissioner Saldibar made a motion to move into executive session to discuss litigation between Elm City and the City of West Haven, seconded by Commissioner Gilbane and passed unanimously. ADJOURNMENT: 7:26 p.m. A motion was made to adjourn, and seconded and passed.
