The West Haven Inland Wetlands Agency held a regular Meeting on Tuesday, June 21, 2016 in the Harriet North Room, 2nd Floor, City Hall, 355 Main Street, West Haven, CT at 6:30 P.M. PRESENT: Commissioners Kane, Saldibar, Beecher, Gilbane and ZEO Conniff. Absent were Commissioners Perrone and Carr. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Saldibar made a motion to approve the meeting minutes of May 17, 2016, seconded by Commissioner Gilbane passed unanimously. New: 141 Arlington Street: The applicant is requesting to install 3 Sono tubes 42” deep to construct a 12X12 ft deck. The property location is within the inland wetland regulated area. Owner/Applicant: Larry Wells File # IW 040-16. Applicant is requesting to construct a deck. Commissioner Kane fence posts can be put in the regulated area and will be monitored. The house is overlapping into the wetland area and there will be a 6 ft. fence installed. Commissioner Saldibar made a motion to approve File #IW 040- 16 with the standards conditions, seconded by Commissioner Gilbane and passed. Staff Report: 5 Spring Street: West Haven CT. (MBL 055-0106-0-0002) The Commission of Inland Wetlands would like to review the Cease and Desist order that was issued by The City of West Haven Planning and Zoning Department. Commissioner Kane stated Mayor O’Brien has stated the paperwork is in process and the fee of $36,000 has been agreed upon. Third Ave Ext. – The demolition of the properties acquired through the FEMA program. 120, 68, 74, 114, 92, 62 and 77 Third Ave Ext. The Inland Wetlands Agency should be aware of these properties located in the flood plains. These properties are not within the 100’ buffer zone. Owner: City of West Haven. Commissioner Kane stated FEMA gave a presentation on the demolition of the above properties. Main and Platt – Commissioner Kane stated no information has been forthcoming regarding this issue. ZEO Conniff will check with City Engineer Abdul. Commissioner Kane distributed proposed regulations additions and clarifications and explained the changes that are being requested. ZEO Conniff received a call from Eagle Transportation which is located on Prindle Hill Rd. and work is being done on the Orange boundary and they are concerned about the wetlands on their property. She informed the commission is a public informational and gathering session on the Plan of Conservation and Development ADJOURNMENT: 6:55 P.M. Commissioner Saldibar made a motion to adjourn, seconded by Commissioner Perrone and passed.
