The West Haven Inland Wetlands Agency held a regular Meeting on Tuesday, September 20,
2016 in the Harriet North Room, 2nd Floor, City Hall, and 355 Main Street, West Haven, CT at
6:30 P.M.
PRESENT: Commissioners Saldibar, Carr, Gilbane, Beecher, ZEO Conniff and Corporation
Counsel Amendola. Absent were Commissioners Kane and Perrone.
PLEDGE OF ALLEGIANCE
MINUTES FOR THE MEETING: Commissioner Beecher made a motion to approve the
meeting minutes of August 16, 2016, seconded by Commissioner Gilbane and passed
unanimously.
New:
5 LEETE STREET: The Applicant is asking to bring in 225-250 cf. of fill to grade around the
existing foundation in the upland review area: This includes topsoil within landscaped buffer
areas install 50 red twig dogwoods at the edge of the wetlands per previously approved plans:
Applicant/Owner Tommy Iannone; IW File # 043-16.
Lou Colletta, West Haven, CT., stated the application was originally submitted in 2012 as 5
Leete but has since been subdivided to 5 and 7 Leete St. The material will be put on the right
hand side of the house. There will be two driveways when it is finished. This application is to
bring in additional fill. Maggie Goodwin, 246 Peck Ave, is concerned about the wetlands.
This was approved when the regulations were 100 ft. wetland buffer. The regulations are
currently 50 ft. and she is concerned about the quality and amount of soil and the drainage.
ZEO Conniff read into the record a letter from Rich Miller.
Commissioner Gilbane made a motion to accept File #IW 043-16, seconded by Commissioner
Carr and passed unanimously. Site walk scheduled for September 23, 2016 at 1 p.m.
80 Prindle Road: The applicant proposes to erect a building and associated parking in the
upland review area incompliance with all bulk zoning regulations for the purpose of truck
storage and maintenance. The Applicant is requesting to fill a manmade trash pond (2,075 sq ft)
to create an open storm-water quality detention basin. The proposed project submitted is to
clean the upland operation, and not disturb the wetlands. The applicant will discard cement and
miscellaneous debris within the uplands regulated wetland and watercourse areas. The
floodplain wetland is associated with the Oyster River watercourse. Applicant/Owner: Castro
Enterprises, LLC; File #IW 044-16
Attorney Vincent Falcone, West Haven, CT, stated the property is 18 acres but the work will be
done in 3 acres in the upland area. First part of the application is to create parking, the second
is to clean the area. There will be no construction in the upland area. An aerial photo was
submitted to the commission. Randy Paier, engineer, Westcott & Mapes, described the site plan
of the property as well as the location of storm water detention basin and plunge pools. He also
explained during construction silt fencing, hale bales and soil erosion controls will be done.
The vacant home on the property will be demolished. Louis Castro, stated he agrees that the
house should also be demolished. All regulations for bulk zoning are met, however, a special
permit is required. Commissioner Gilbane made a motion to accept application #IW 044-16,
seconded by Commissioner Beecher and passed unanimously.
Jane Moran, is concerned about the size of the parking lot and runoff.
MISCELLANEOUS:
Update on Spring Street – Attorney Amendola stated there is an agreement on terms. He has
requested an updated map from Attorney Marcus to make sure the piles have not increased. A
rent payment will be retroactive from May 1st.
Attorney Amendola suggested asking City Engineer Abdul to come to the next meeting for
Prindle Street and Main St. issues.
