Inland Wetlands Watercourse Agency

The West Haven Inland Wetlands Agency held a regular Meeting on Tuesday, November 15, 2016 in the Harriet North Room, 2nd Floor, City Hall, and 355 Main Street, West Haven, CT at 6:30 P.M. PRESENT: Commissioners Kane, Beecher and Perrone and ZEO Conniff. Commissioner Saldibar was absent. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Perrone made a motion to approve the meeting minutes for October 18, 2016, seconded by Commissioner Beecher and passed. New: 5 LEETE STREET: The Applicant is asking to bring in 225-250 cf. of fill to grade around the existing foundation in the upland review area: This includes topsoil within landscaped buffer areas install 50 red twig dogwoods at the edge of the wetlands per previously approved plans: Applicant/Owner Tommy Iannone IW File # 048-16. Lou Colletta, applicant, was present. Commissioner Kane stated the house was built based on the 2012 regulations. Requirements will be set so it will be graded straight out from the foundation towards the wetlands. It cannot be sloped down. All debris and woodchips will be removed. The left side of the house will also be cleaned up. Commissioner Kane suggested applicant reach out to the neighbors about installing a fence. The driveway will come out straight to the street. The mailings for this application were completed. Applicant agreed to the placement of the fence with respect to the wetlands. Commissioner Carr made a motion to approve File #048-16 with the condition that there will be no sloping of the grade to the wetlands, seconded by Commissioner Perrone and passed. Staff report: Spring St. - Commissioner Kane stated Attorney Amendola informed him that Attorney Marcus is now questioning the ownership of the parcel of land. The approval was sent but it has not been signed yet. Part of the approval was for rent for a portion of the property. Spring St. and Platt –The City Tree Warden will go out to prevent trees from falling on the houses.
