The West Haven Inland Wetlands Agency will hold a Public hearing and Regular Meeting on Tuesday, February 21, 2017 in the Harriet North Room, 2nd Floor, City Hall, and 355 Main Street, West Haven, CT at 6:30 PM PRESENT: Commissioners Kane, Saldibar, Beecher, Gilbane, Perrone and ZEO Conniff. Absent was Commissioner Carr. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Saldibar made a motion to approve the meeting minutes of November 15 2016 and the Special Meeting of January 24, 2017, seconded by Commissioner Gilbane and passed. New: 13 Kimberly Avenue: The Owner City Point Yacht Club submitted an application for the replacement of the existing 8,000 Gal. underground gas tank, and replace it with an aboveground 8,000 Gal. tank. The replacement will be conducted within the Inland Wetland regulated area. Owner: City Point Yacht Club / Applicant: Robert Pimer; File # 17-001 IW. Commissioner Kane stated this is a second application. The first application was to remove the existing tank. This is for the installation of the new tank. The building official has visited the site and made his recommendations to the applicant. The bottom of the tank needs to be elevated. Commissioner Saldibar made a motion to approve File #17-001 with the general conditions and any recommendations by building official, seconded by Commissioner Perrone and passed. 47 Railroad Avenue: The applicant wishes to construct a 4,990 sq. ft. expansion of the existing facility with parking and storm drainage improvements in the upper inland review area. The project is just outside of the review area but the property is within the 100’ review area. Silt fence will be located around the construction area and hay bales will be placed around the catch basin during construction. Owner: TNT Realty Inc; Applicant: Thomas Capobianco File # 17- 002. Attorney Vincent Falcone, West Haven, CT., is representing the applicant. He gave a history of the property. The existing plant for Hafsco is too small. They would like to purchase the building and expand their warehouse. An addition is proposed on an already impervious surface. Mark Reynolds, engineer, explained the existing conditions and land use. The existing parcel is a little over an area and almost entirely impervious. A small part of the property is within 100 ft. of the Cove River. The drainage flow was explained and how it flows across the 1 street and to the Cove River. A catch basin will be installed to catch run off from the roof. The matching land use is the same as the existing land use. The dumpster will also be located in the rear and will be enclosed. Commissioner Saldibar made a motion to approve File #17-002 with the condition that the area be kept cleaned during construction and general conditions, seconded by Commissioner Gilbane and passed. MISCELLANEOUS Spring St. - Commissioner Kane stated he has not heard anything new. Platt and Main – tree trimming was done. ADJOURNMENT: 7:10 p.m. Commissioner Saldibar made a motion to adjourn, seconded by Commissioner Gilbane and passed. 2
