MINUTES INLAND WETLANDS COMMISSION October 17, 2017 The West Haven Inland Wetlands Agency held an Administrative Meeting on Tuesday, October 17, 2017 in the Harriet North Room, 2nd Floor, City Hall, and 355 Main Street, West Haven, CT at 6:30 P.M. PRESENT: Commissioner Kane, Beecher, Gilbane, Perrone, Carr, Assistant City Planner Killeen and Assistant City Engineers Hammons. Staff Reports: 600 Derby Ave: Yale University would like to submit their application to build a Regional Medical Operation Center located in the upper inland review area, for acceptance at the November 21, 2017 meeting. They would plan to request a public hearing on their application for the January 2018 meeting of the Commission. Platt and Main St: Update on Platt and Main Street – Assistant City Engineer Hammons brought the commission up to date on this project, which is being handled by the City. Morin Construction has been contracted to do the work. Mr. Hammons explained that there is a lot of work to be done before the culvert gets replaced. Currently, the contractor is finalizing the specifications for the culvert, and then, it will be poured. He stressed that he would like the work to start as soon as possible and to mobilize as quick as possible. Chairman Kane agreed to meet with Mr. Hammons and the contractor when they begin their work. 311 West Spring St. – WHPD, ZEO Conniff and the Health Dept. were recently on site to inspect this property and to issue violation notices from these departments. The owner of the property has an excessive number of rabbits on his property, as well as a caged skunk. The property is close to a watercourse, and the Commission is concerned there could be contaminants getting into the water. It was reported that this item was being discussed at the Police Commission later this same evening. Commissioner Kane stated if property owner complies with the Police Department and Planning office orders the Inland Wetland Commission will not cite additional violations, but he would like to monitor what happens. The Italian American (IA) Club – Commissioner Kane visited the site due to complaints of dumping on the site. Nothing has been done as to date and Commissioner Kane recommends a cease and desist order. Mr. Hammons stated the fill is mounded to the south of the property. This will be reviewed with ZEO Conniff over the next few days to consider proper action. Latella Property -- Mr. Hammons stated that he and ZEO Conniff had investigated the property and found a pile of fill that would require P&Z approval and possible approval by the IWWC as well. He was denied access to the site but was able to see the property from the Eagle Leasing property. This will be reviewed with ZEO Conniff over the next few days to consider proper action.
