Inland Wetlands Watercourse Agency

The West Haven Inland Wetlands Agency will hold a Public hearing and Regular Meeting on Tuesday, November 21, 2017 in the Harriet North Room, 2nd Floor, City Hall, and 355 Main Street, West Haven, CT at 6:30 P.M. PRESENT: Commissioner Kane, Beecher, Gilbane, Perrone, Carr and ZEO Conniff. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Gilbane made a motion to approve the meeting minutes of October 17, 2017, seconded by Commissioner Perrone and passed. NEW BUSINESS: 1. 600 Derby Ave: 600 Derby Road: 85 Plainfield Avenue: The applicant request to construction a regional operations center. The regulated activity on site will occur within the upland review area including sidewalks, access drives, parking areas and loading areas as well as landscaping drainage facilities and low impact development features such as rain gardens and bio-filtration areas. The total upland review area totals 1.34 acres and 53,578 of disturbance to the area. Owner/Applicant Yale-New Haven Health Services Corporation File # IW-17-013. Dave Monz, Updike, Kelly & Spellacy, is representing this application. Dan Granniss gave an overview of the project and proposed site development. In 2001 the City of West Haven approved it under Acorn. There will be no impact to the regulated wetland area. There will be work in the upland area. There will be 121 parking spaces and there is ample truck loading. The existing parking lot will be redeveloped. There will be no maintenance or fueling of trucks on the site. Chuck Croce, engineer for Tighe and Bond, described the drainage, runoff and stormwater systems on the site. There will be no increase in peak flow. Rick Canavan, senior environmental scientist, Tighe and Bond, gave an overview of the delineation. A site walk has been schedule for Thursday, December 7th at 10 a.m. Commissioner Carr made motion to accept the application, seconded by Commissioner Perrone and passed. Staff Reports: Proposed 2018 Inland Wetlands Commission Schedule – Commissioner Kane made a motion to approve the 2018 Inlands Wetland Schedule, seconded by Commissioner Gilbane and passed. Update on Main and Platt St. – ZEO Conniff stated letters from Assistant City Engineer Hammon were sent out and there have been no response. She asked Commissioner Kane if he would be willing to hand deliver another letter. The previous letters were sent certified. ADJOURNMENT: 7:00 P.M.
