PRESENT: Commissioners Kane, Gilbane, Perrone and Beecher. Absent was Commissioner Carr. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Perrone made a motion to approve the meeting minutes for February 20, 2018, seconded by Commissioner Gilbane and passed. Cease and Desist: 370 Ardale Street: Washing trucks in the regulated area. See attached Castro Trucking ZEO Conniff received this complaint, sent a cease and desist and the owner came in the next day. The owner assured her that the washing has stopped and they bring the trucks to a facility to wash the trucks. There will be a fee of $50 because a Marshal had to go out. She needs to review the fine amounts with corporation counsel. There is a $1,000 a day fine however the commission and corporation counsel need to review this and decide on the appropriate amount. Commissioner Gilbane pointed out this is an enforcement issue. 85 Chase Lane: Back filled within the 100’ regulated area. Cease and Desist issued on May 11th 2018 ZEO Conniff stated this has been ongoing since last October. Some progress was shown so no cease and desist was issued at that time. However, it’s been going on too long and that is why the cease and desist was issued. The commission needs to know how much soil was brought in. Because if it has gone over the 500 cu.ft. a site plan needs to be filed. There is a $50 fine due to the Marshall going out. 14 Thill Street: Illegal dumping and washing trucks into the tidal wetlands gave a $1,100 fine ZEO Conniff stated she instructed a police officer to issue a ticket in the amount of $1,100 for the washing of trucks. DEEP received a complaint from a neighbor and needed to find out the owners of the property. The owners have passed and the property has been neglected. DEEP instructed the city to take over this issue. The person who is renting the property was videotaped dumping concrete and brush. ZEO Conniff stated the amount that should be paid is $1,150 and no less. Fresh Meadow Rd: Meeting on May 11, 2018 will get a professional Engineer to show the topography Industry Drive: Meeting on May 11th 2018 – not a big problem. These two are in close proximity to each other 1  Industry Drive is not a big problem but it will be monitored. DEEP contacted the town due to a complaint on Fresh Meadow Dr. A pipe was put in and goes down to the Cove River. An approval was given in 2014 allowing stone crushing. The owner, Colonna, came in and will hire Milone & MacBroom and will review on how to that pipe drain properly. The town engineers will review this site. 149 Front Ave: Brought fill in with no approval. On May 10 received information from JKF & associates on the amount of fill that was brought in. This needs to go before Inland Wetlands and Planning and Zoning. ZEO Conniff stated an engineer calculated how much fill was brought in. A sediment and erosion control, CAM and I/W applications are needed as well as a TOPO map. Most of the debris was from a construction site but no approval was applied for. The owner would like to remove some of the debris. 85 Prindle Road: Illegal Dumping without approval ZEO Conniff stated there is a lot of fill on this property. She called the Town of Orange because one side of the property is in Orange. The owners are hiring Milone & MacBroom and calculate how much fill was brought in. It is about 400 ft. away from the wetlands so it doesn’t affect the wetlands directly. It will go before Planning and Zoning for site plan and sediment and erosion control applications. Staff Reports: Platt and Main Commissioner Kane stated they working on the shore side and close to finishing. More fill was being brought in. A block is being recommended to prevent the water from coming down. The pathways on the lake side are being worked on and rip rap will be installed. The last house on the street has asked that the dead trees be removed from the stream. The work is progressing and hopefully the problem will be solved ADJOURNMENT: 7:05 P.M.
