PRESENT: Commissioners Kane, Beecher, Gilbane, Perrone, Carr and ZEO Conniff. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Perrone made a motion to approve the meeting minutes of November 20, 2018, seconded by Commissioner Beecher and passed. New: 693 and 697 Forest Road: The applicant is applying to construct a maintenance building to support Yale University athletic facilities. No work or activity is proposed in the wetland or watercourse. Some cutting and filling, storm water, and sewer features will be added but the project will not adversely impact any wetland or watercourse, under the City of West Haven Inland Wetlands and Watercourses Regulations. Applicant/ Owner Yale University File #0008-18 IW Attorney Joseph Hammer, Day Pitney, and Jeremy Powers, Yale, and Chuck Croce, engineer, was asked by Commissioner Kane to make sure the property is cleaned up. The back side has a stream which has been filled and should not continue. Forest Rd side should be improved with plantings to provide screening for the neighbors. Attorney Hammer submitted the mailings to the file. This building is to support the Yale Athletic Center, which will be about 9800 sq. ft. The building and related improvements will be on #697 and utilities on #693 Forest. A driveway or vehicular access is being proposed. The building will house offices for athletic staff and storage of grounds equipment. A small fueling facility is being proposed to serve the equipment based on this site. Delivery trucks delivering the fuel will be the size of home oil delivery trucks. Mr. Powers explained the access to the site and will employ about 8 -10 employees. The plans presented showed the administrative area, equipment storage area, and the rack storage area. Mr. Powers stated several meetings were held with the neighbors regarding the screening that will be planted on the Forest Rd area. Mr. Croce reviewed the site design elements of the project. The site is entered through Central Avenue and a new driveway and 14 parking spaces will be constructed. He described the location of the wash pad and the drainage on the site. The building, parking lot, wash pad and fuel tank are not located in the upland review are. The landscape and utility plans were reviewed. Silt fencing and hay bales will be installed as shown on the site plan. The entire building will have cameras and an alarm system. ZEO Conniff stated there were no comments from the Building Dept and no comments from City of New Haven. J.P. Fernandez, Yale, explained the tank inspection program that Yale conducts yearly and is monitored by the health and safety department. 1 Three calls were made to speak in favor and three calls were made to speak in opposition to this application. Commissioner Perrone made a motion to approve File #0008-18, seconded by Commissioner Gilbane and passed 4 Y – 1 N (Carr). WITH CONDITIONS 1.) Quarterly Storm Water Management inspections for two years and annually for 15 years. 2) Maintain silt fence throughout the entire construction process. Administrative: 600 Derby Ave: The purpose of the project is to improve the Intersection Sight Distance as part of the 600 Derby Avenue intersection. This requires the removal of three trees and trimming of brush within approximately 105 square feet of inland wetlands and tree and brush removal within the upland review area. No equipment will drive in the wetland area. Trees will be cut and removed from outside the wetland boundary. The project does not result in wetland dredging or fill. Attorney Susan Hayes, Updike, Kelly and Spellacy, showed the area that is the actual wetland area and the blue shaded area in the upland review area, which there will be mowing and vegetation removal. ZEO Conniff stated the Fire Department had no comment. A referral was sent out to Public Health and Regional Water Authority. Commissioner Gilbane made a motion to approve 600 Derby Avenue, seconded by Member Beecher and passed. STAFF REPORT: 85 Chase Lane and 85 Prindle Road – cease and desist are going forward. Complaint was received from Mr. Gargano regarding Industry Drive about wetland destruction. It was visited and there was nothing that was determined as being negative.
