MEETING MINUTES OF INLAND WETLAND AGENCY
MARCH 19, 2019
The West Haven Inland Wetlands Agency held a Public Hearing and a Regular Meeting on
Tuesday, March 19, 2019 in the Harriet North Room, 2nd Floor, City Hall, and 355 Main Street,
West Haven, CT at 6:30 P.M.
PRESENT: Commissioners Kane, Beecher, Gilbane, Perrone, Carr and ZEO Conniff.
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES: Commissioner Perrone made a motion to approve the meeting
minutes of January 15, 2019, seconded by Commissioner Carr and passed.
New:
275 & 277 Phipps Drive: The applicant requests to change a 3 season porch into a 4 season
porch and expand the foot print by 4'. All the sono tubes will need to be replaced and two
additional sono-tubes will be added. The existing dock needs reinforcement by securing sono-
tubes and concrete underground. Silt fence will be installed around the construction site.
Owner/Applicant: Lynn & Edward Scholler: File # 012-19 IW
Applicant explained that this application is to restore the existing home and adding 4 ft. to the
length of the house and rebuilding dock, porch and steps. During construction there will be a
silt fence surrounding the area. ZEO Conniff read into the record the Building Department
comments. Mailings were submitted to the file.
Public hearing closed.
Commissioner Beecher made a motion to approve File #012-19 IW, seconded by Commissioner
Perrone and passed.
Acceptance:
350 Frontage Road: A proposed ignitable material storage expansion, File #014-19
Phil Koeniger, architect and Rich Park, project engineer, McDermott Alpha. The project is to
add an additional building to attach to the warehouse to store ignitable materials. The building
will be designed to contain these materials in case there is a spill. A special sprinkler system
will be installed and in case of an event the water will drain into contained tanks.
Commissioner Perrone made a motion to accept File #014-19, seconded by Commissioner
Gilbane and passed.
55 Industry Drive – File #013-19 IW
ZEO Conniff stated Attorney Falcone could not attend tonight and asks that this application be
accepted. Commissioner Beecher ade a motion to accept File #013-19 IW, seconded by
Commissioner Perrone and passed.
STAFF REPORTS
Commissioner Kane has received a complaint about dumping on Marginal Drive. A letter was
sent to New Haven about a year ago regarding dumping snow. There is snow as well as leaves.
A meeting was held with the two public works departments and New Haven has agreed to clean
the area up.
ADJOURNMENT: 6:56 p.m.
Commissioner Perrone made a motion to adjourn, seconded by Commissioner Gilbane and
passed.
