MEETING MINUTES FOR INLAND WETLAND COMMISSION
JULY 16, 2019
The West Haven Inland Wetlands Agency held a Public Hearing and a Regular Meeting on Tuesday, July 16,
2019, in the Harriet North Room, 2nd Floor City Hall, and 355 Main Street, West Haven, CT at 6:30 P.M.
PRESENT: Commissioners Kane, Beecher, Gilbane, Perrone, Carr, and ZEO Conniff.
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES: Commissioner Beecher made a motion to approve the June 18, 2019 meeting
minutes, seconded by Commissioner Perrone and passed.
New:
500 Derby Avenue: The proposed activity is in the upland review area only. There will be interior renovation
and a drive way extension is proposed on the North side of the building to allow for fuel deliveries and
maintenance access to a backup generator to provide paved access to the generator on the West end of the
building. Owner/Applicant: South Central Connecticut Regional Water Authority; File # 018-19 IW
Raina Volovski, Tighe and Bond, is representing the Regional Water Company. The generator is located in the
rear and is not part of this application. This application is for a driveway down the side of Derby Avenue to be
able to deliver fuel. They are presently delivering fuel but a driveway will make it easier. Commissioner Kane
questioned where the fuel would be stored. Mailings were submitted to the file.
Three calls were made to speak in favor and three calls were made to speak in opposition to this application.
Commissioner Gilbane made a motion to approve File #018-19 IW, seconded by Commissioner Beecher and
passed.
69 Morgan Lane: Construction of a 100' retaining wall along the property line. The wall will be constructed
of individual block units with a maximum height of 3 ft with one continuous course buried below grade in the
upland review area. Owner Applicant : Scott Moore & Gail Moore file # 019-19 IW
Applicants stated the intent of this wall is to prevent the yard from erosion. Commissioner Kane suggested the
wall be a few inches higher than submitted. ZEO Conniff read into the record comments from the Town
Engineer.
Three calls were made to speak in favor and three calls to speak in opposition to this application.
Commissioner Beecher made a motion to approve File #019-19 IW, seconded by Commissioner Perrone and
passed.
ADJOURNMENT: 6:50 p.m.
Commissioner Perrone made a motion to adjourn, seconded by Commissioner Gilbane and passed.
