The West Haven Inland Wetlands Agency held a Public Hearing and a Regular Meeting on Tuesday, October 15, 2019, in the Harriet North Room, 2nd Floor City Hall, and 355 Main Street, West Haven, CT at 6:30 P.M. PRESENT: Commissioners Kane, Beecher, Perrone, Gilbane and Assistant City Planner Killeen. Absent was Commissioner Carr. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Gilbane made a motion to approve the meeting minutes for September 17 , 2019, seconded by Commissioner Perrone and passed. Acceptance: None New: 108-125 West Prospect Street: Tax Map- Parcel(s) 041 lots 117,118 and 134. The applicant requests to construct a 85' x170' detention area. The proposed plan to control man made ponding of water and drainage along planned West Prospect Street. The development will address storm water issues that were created from runoff. Applicant Paul Stowell/ Owner: West Prospect associates LLC; File # 021-19 IW. Commissioner Kane stated there are questions about this application such as what is being done, how much water will be created, if any, amount of water into the sewers and Cove River and effect on surrounding properties, etc. The best course of action since engineering questions cannot be answered, he suggests continuing this application for 30 days. Mr. Killeen stated he didn’t see on the plan what this proposal was for and the plan needs to be more detailed. The design of the detention pond is to be more specific such as type of material, soils, etc. Mr. Stowell stated it would be helpful to get the questions that need to be answered. Commissioner Gilbane stated an engineered, civil drawing is needed before any approval is given. Mr. Killeen stated the subdivision previously approved in the early 1900’s was never approved by a planning board so it is not an approved subdivision. James Neider, 280 Highland St., there are issues already with water in the neighborhood and concerned about the wildlife. George Lanci, 92 West Prospect St., is concerned about the water which already is end at the road. Deb Lanci, 92 West Prospect St., is concerned about will happen to the wildlife. Cindy Ordonez, 8 Oelander St., concerned about mosquitos from the standing water. There is already a lake there. Anthony Boni, 328 Highland St., stated the rear of his property is always wet. Anna Marie Caratenga 292 Highland St., concerned about the water and flooding. Commissioner Gilbane made a motion to continue File #021-19 IW is continued to November 19, 2019, seconded by Commissioner Beecher and passed. ADJOURNMENT: 7:20 P.M. Commissioner Perrone made a motion to adjourn, seconded by Commissioner Gilbane and passed.
