MEETING MINUTES FOR CITY OF WEST HAVEN
INLAND WETLAND AGENCY
NOVEMBER 19, 2019
The West Haven Inland Wetlands Agency held a Public Hearing and a Regular Meeting on Tuesday, November
19, 2019, in the Harriet North Room, 2nd Floor City Hall, and 355 Main Street, West Haven, CT at 6:30 P.M.
PRESENT: Commissioners Kane, Beecher, Gilbane, Perrone, Carr, ZEO Conniff and Commissioner of
Planning and Development Messore (6:38 p.m.)
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES: Commissioner Beecher made a motion to approved the meeting minute of
October 15, 2019, seconded by Commissioner Gilbane and passed.
Continued:
108-125 West Prospect Street: Tax Map- Parcel(s) 041 lots 117,118 and 134. The applicant requests to
construct a 85' x170' Detention area. The proposed plan to control man made ponding of water and drainage
along planned West Prospect Street. The development will address storm water issues that were created from
runoff. Applicant Paul Stowell/ Owner: West Prospect associates LLC. File # 021-19 IW.
ZEO Conniff read a letter received by Paul Stowell requesting a continuance until January 21, 2019 to await
Corporation Counsel legal opinion. Commissioner Beecher made a motion to continue File #021-19 IW and
seconded by Commissioner Carr and passed.
New:
360 Kelsey Avenue: AKA 350 Painter Drive:
The Applicant proposes to up-date the Cove River Pump House. The scope of work to be done to the outside of
the building consist of :
1. repave existing paved portion of the site
2. Excavation for permanent By-pass piping (12" Pipe) back fill and restore, in kind
3. Install riprap splash pad at end of bituminous swale.
4. Replace fencing and gate in kind.
5. Replace self contained biofilter system.
6. Erosion and Sedimentation control during site activities per drawing C-2
The activity is within the 100' Regulated area .Owner: City of West Haven / Applicant Bureau of Engineering.

Abdul Quadhir, city engineer, is present for this application. Commissioner Kane stated this is just a
maintenance issue with the pump house. Mr. Quadhir stated an inspector will be on site. ZEO Conniff read
into the record comments from the Fire Department and Police Department. Commissioner Beecher made a
motion to approve File #022-19, seconded by Commissioner Perrone and passed.
2 Ocean Avenue:
The applicant request to construct fencing with break-away swinging flood panel for the dumpsters that are
located in this area that service the current businesses. The fence will be placed around the parking area to

protect Oyster River from debris and dumpsters floating into the river. Owner/Applicant BayKat, LLC File
#023-19 IW.
Robert Moriarty is present for the application. ZEO Conniff stated this a FEMA issue and a guardrail is
necessary to protect the fence. During a storm each tenant will be given a locking system for their dumpsters.
Commissioner Kane informed the applicant that all FEMA regulations as well as city regulations be adhered to.
ZEO Conniff stated there is a proposal for resurfacing as well. Flood plain permit has been filled out.
Commissioner Carr suggested having the dumpsters locked to contain trash during storm events. Commissioner
made a motion to approve File #023-19 IW with the conditions set forth with FEMA and City be adhered to and
trash contained with locks during storm events and monitored by the owners, seconded by Commissioner and
passed.
COMMENTS: ZEO Conniff would like commission members to review 2020 meeting schedule for approval at
the January meeting.
Commissioner Kane reviewed protocol for agency members comments. Applications will be picked up and no
mailings will be done. No meeting in December.
AJOURNMENT: 6:53 p.m.
Commissioner Beecher made a motion to adjourn, seconded by Commissioner Gilbane and passed.
