CITY OF WEST HAVEN, CONNECTICUT Inland Wetlands Agency City Hall | 355 Main Street | First Floor West Haven, Connecticut 06516-0312 Phone 203.937.3580 Fax 203.937.3742 MEETING MINUTES OF INLAND WETLAND AGENCY MAY 17, 2022 The West Haven Inland Wetlands Agency held a Public Meeting on Tuesday May 17, 2022, at West Haven City Hall, 355 Main Street, West Haven, CT. In the Harriett North Room 2nd floor at 6:30 P.M. PRESENT: Commissioners Kane, Gilbane, Perrone, Carr and Assistant City Planner Conniff. Absent was Commissioner Beecher. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Gilbane made a motion to approve the meeting minutes of April 19, 2022, seconded by Commissioner Carr and passed. *350 Frontage Road: A request from the Applicant to modify the plans approved in August 2021. The amended Site Plan includes minor alterations to include a revised tank farm and mechanical staging in the rear of the southeast building. Owner/Applicant: Langan; File # 005-22 IW (Continued from 4/19/22) Commissioner Kane stated this meeting was continued because the commission wanted information on the tanks that was not on the application. Richard Park, McDermott Alpha, submitted specifications regarding bulk storage tanks. Mr. Park stated there is a large area that holds volatile liquids. These tanks are built specifically for these liquids. Commissioner Kane has a concern about the flammable material and there must be state compliance with regards to containment and alarms. Commissioner Carr is concerned about the upland area and stated this is a new undertaking for the state. Commissioner Perrone made a motion to approve File #005-22 I/W with the following conditions: 1. A management plan needs to be presented to the I/W agency 2. Area where tanks will be located and specifications to be submitted is required regarding the walls and volume 3. Schedule of maintenance, safety and containment program to be submitted to staff with Fire Department review. 4. Any changes to the application need to be submitted to the staff. 5. Detailed documents showing design, construction and emergency plans to be submitted. Seconded by Commissioner Gilbane and passed. Spring Street Culvert: A request from the applicant to repair a deteriorating culvert over Club Creek. The existing culvert and foundation piles will be removed replaced with new precast concrete culvert. Gas, telephone, and water mains will be relocated. Owner: City of West Haven/Applicant: Abdul Quadir. File # 006-22 IW Commissioner Kane stated this is the city’s application to replace a culvert by the city. Commissioner Gilbane made a motion to approve File #006-22 IW, seconded by Commissioner Perrone and passed. 1 Staff Reports - none Other Business – Calegari Drive – a drive through to the street has been installed.
