CITY OF WEST HAVEN, CONNECTICUT Inland Wetlands Agency City Hall | 355 Main Street | First Floor West Haven, Connecticut 06516-0312 Phone 203.937.3580 Fax 203.937.3742 MEETING MINUTES OF INLAND WETLANDS AGENCY AUGUST 16, 2022 The West Haven Inland Wetlands Agency held a Public Meeting on Tuesday August 16, 2022, at West Haven City Hall, 355 Main Street, West Haven, CT. In the Harriett North Room 2nd floor at 6:30 P.M. PRESENT: Commissioners Kane, Beecher, Perrone, Braithwaite and Assistant Planner Conniff. Absent was Commissioner Carr. PLEDGE OF ALLEGIANCE Chairman Kane gave tribute to Commissioner Gilbane who passed away last month. APPROVAL OF MINUTES: Commissioner Perrone made a motion to approve the meeting minutes of June 21, 2022, seconded by Commissioner Beecher and passed. Acceptance: 0, 41, 45, Morse Avenue and 183 Beach Street: Removal of asphalt and field parking in the upland review area, to construct single family attached residential dwellings within 100 ft of a delineated wetland. Owner Applicant CDM Holding, LLC. File # 007-22 IW Attorney Vincent Falcone, West Haven, is representing the applicant. This property is the old Chick’s drive-in property consisting of 2.4 acres. This application is to split the property into two lots., 1.03 and 1.45 acres. The asphalt parking lot consists of approximately half of the lot. Wetland area is surrounded by a fill area and a swale. This property is for 12 townhouse units with access from Morse Ave. Jeffrey Gordon, Codespodi Associates, stated the wetlands have been reclaimed by natural circumstances through the years. A drainage report has been submitted to the Town Engineer. Commissioner Beecher made a motion to accept File #007-22 IW is accepted, seconded by Commissioner Perrone and passed. 171 Beatrice Drive: Oyster River Pump Station: The pump station needs to be renovated and replace pumps, electrical upgrades, building roof, exhaust fan and ductwork, influent screening equipment, rehabilitation of the biofilter for odor control and install of a new odor control system. Outside work will consist of removing a twelve-inch force main that is inactive, repave an existing asphalt area, rand replace damaged fencing and gate Owner/ Applicant City of West Haven. File # 008-22 IW Ms. Conniff stated the pump station on Beatrice needs to be totally renovated. The asphalt and fencing will also be redone. Most of the work will be done inside Commissioner Perrone made a motion to accept File #008-22 IW, seconded by Commissioner Beecher and passed. Staff Reports – Commissioner Kane received letters from the State, Federal, UI and RR Commission. The RR commission will be replacing the bridge over Spring St. to repair and improve power lines. Commissioner Beecher nominated Commissioner Kane, chairman, of IW agency, seconded by Commissioner Perrone and passed. Enthone – have not come forward with the details of the addition which will include storage tanks. Other Business: Maggie Deland, 246 Peck Ave., asks about the boat ramp renovations. Adjournment: 6:54 p.m. Commissioner Beecher made a motion to adjourn, seconded by Commissioner Perrone and passed.
