-CITY OF WEST HAVEN, CONNECTICUT Inland Wetlands Agency City Hall | 355 Main Street | First Floor West Haven, Connecticut 06516-0312 Phone 203.937.3580 Fax 203.937.3742 MEETING MINUTES OF INLAND WETLAND AGENCY JANUARY 17, 2023 The West Haven Inland Wetlands Agency held a Public Meeting on Tuesday January 17, 2023, at West Haven City Hall, 355 Main Street, West Haven, CT. In the Harriett North Room 2nd floor at 6:30 P.M. PRESENT: Commissioners Kane, Perrone, Braithwaite, Beecher, Carr, and Assistant Planner Conniff. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Beecher made a motion to approve the meeting minutes for November 15, 2022 with the insertion of Commissioner Braithwaite as absent, seconded by Commissioner Perrone and passed. CONTINUED 190 Frontage Road: An expansion of the parking facilities to the east of the existing building within 25’ of the watercourse. There will be no disturbance to the wetlands. Under section 7 & 9 of the City of West Haven Inland Wetlands and Watercourses Regulations. (Owner:190 Frontage Investment Properties, LLC / Applicant: The Southern Connecticut Gas Company File # 0010-22 IW) Ruben Hall, LaBella Associates, civil engineer, representing Southern CT Gas Co. Mr. Hall stated if this is approved, variances will need to be applied for with the ZBA, as well as going before Planning and Zoning. He described the site pointing out the pocket of wetlands and the 200 ft. buffer. The existing parking will be expanded toward the east away from the wetlands. A 6,000 sq. ft. area will be for a bio-retention area as well as rain gardens and a grass swale will be constructed. All the runoff will be managed within the parking area itself. Ms. Conniff suggested meeting with the applicant and city staff before the March meeting. She would also like to see a drainage report. There will be approximately 185 spaces. Ms. Conniff informed Mr. Hall that if the parking for the whole site is over 200 a traffic report will be needed. Applicant asked for a continuation till the February meeting. Deliberation 190 Frontage Road File # 010-22 IW Commissioner Beecher made a motion to continue File # 010-22 IW to February 15, 2023, seconded by Commissioner Braithwaite and passed. Public Hearing: 1 Circle St: An application to construct a lecture hall at the newly renewed West Haven High School. The addition will be constructed at the south side of the existing school building. There will be a no disturbance of wetlands. Under Section 7 & 9 of the City of West Haven Inland Wetlands Watercourse Agency. Owner/ City of West Haven /Applicant West Haven Board of Education File # 014-22) 1 Michael O’Sasso, architect and Kent Ganet, architects, civil engineer stated the project was significantly over the cost. The design then needed to be revised reducing the number of seats to 90 and relocating 22 parking spaces. This single-story lecture hall will be located on the south side of the building. Mr. Ganet explained the drainage system and the water flow. A rendering showing the lecture hall was shown. It will have its own entrance. Three calls were made to speak in favor and three calls were made to speak in opposition to this application. Commissioner Beecher made a motion to close the public hearing, seconded by Commissioner Perrone and passed. Deliberation 1 Circle St #014-22 IW Commissioner Carr made a motion to approve File #014 IW, seconded by Commissioner Braithwaite and passed. Staff Reports: Commissioner Kane has CDs for the training if the commissioners would like it Commissioner Beecher made a motion to approve the 2023 calendar with the correction of the February meeting from February 14 to February 21 and application deadline for February from January 13 to January 17, 2023, seconded by Commissioner Perrone and passed. Other Business Adjournment: 7:20 p.m. Commissioner Perrone made a motion to adjourn, seconded by Commissioner Beecher and passed. 2
