In the Emergency Operations Center, Room A- Basement 6:30 P.M. PRESENT: Commissioners Kane, Perrone, Braithwaite, and Assistant City Planner Conniff. Absent were Commissioners Beecher and Carr. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Perrone made a motion to approve the meeting minutes of January 17, 2023, seconded by Commissioner Braithwaite and passed. ACCEPTANCE: 369 Washington Avenue: The project involves the demolition of the existing building and construct of a new elementary school. The proposed project will include work not limited to earthwork, paving, installation of drainage piping, and demolition. It is anticipated that 0.03 acres of the upland review area will be disturbed by removal of the existing pavement, grading and installation of new lawn areas. A vegetative swale will be implemented east of the proposed building to convey stormwater south toward the new outfall. Under section 7 & 9 of the City of West Haven Inland Wetlands and Watercourses Regulations. Owner City of West Haven/ Applicant: City of West Haven Board of Education File # 015-23-IW Commissioner Kane stated this is an acceptance meeting for this application. Applicant stated this application is for the demolition and construction of the new school. There are no existing stormwater conditions and underground systems will be installed. No direct inlet to the wetlands and a little work in the flood plain. Commissioner Perrone made a motion to accept File #015-23 IW, seconded by Commissioner Braithwaite and passed. Continuation: 190 Frontage Road: An expansion of the parking facilities to the east of the existing building within 25’ of the watercourse. There will be no disturbance to the wetlands. Under section 7 & 9 of the City of West Haven Inland Wetlands and Watercourses Regulations. (Owner:190 Frontage Investment Properties, LLC / Applicant: The Southern Connecticut Gas Company File # 010-22 IW This application was accepted about three months ago but there have been changes since. Ms. Conniff stated they can continue. Rubin Hall, Labella Associates, representing Southern CT Gas tonight. A meeting was held with the Fire Marshal and City Engineer two weeks ago. One change is that the building has been moved out of the existing parking area, eliminated all parking in the back and left the driveway. There is no surface parking space within 100 ft. of the wetland. Second change was a through connection through the existing parking lot and the expansions so the trucks can get through. Third change was the parking was pushed into the front setback and laid out differently, where a variance is required for the coverage and setback. The proposed paving has been reduced by 12,000 sq. ft. and reduced the overall parking count by 40 spaces. The design memo shows the stormwater created which provide twice the volume as required. Most of the parking area has closed drainage or bio-retention area. The water runoff will also be decreased. Three calls were made to speak in favor and three calls were made to speak in opposition this application. Deliberation 190 Frontage Road File # 010-22 IW Commissioner Perrone made a motion to approve File #010-22 IW with the condition that any changes made be brought before the I/W agency for a hearing, seconded by Commissioner Braithwaite and passed.
