In the Harriett North Room 2nd floor at 6:30 P.M. PRESENT: Commissioners Kane, Beecher, Perrone, Braithwaite, Assistant Planner Conniff and ZEO Hotchkiss. Absent was Commissioner Carr. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Perrone made a motion to approve the meeting minutes of March 21, 2023, seconded by Commissioner Beecher and passed. PUBLIC HEARING: 15 Linden Street: The applicant is looking for permission to build an inground swimming pool in the inland wetland upland review area. Under Section 7,9, 10 and 11 of the City of West Haven Inland Wetland Watercourse and Open Space regulations. Owner/ Applicant Rosa Rodriguez. File # 016-23 IW Commissioner Porto made a motion to continue File #016-23 IW, seconded by Commissioner Braithwaite and passed. 80 Fresh Meadow Road: The applicant is seeking approval to install a gravel parking lot in the Inland wetland review area to serve employees and patrons for the existing Church located across the street in the IPD (Industrial Planned Development) district. The parking lot will be bounded by a non-infiltration berm to protect seepage into the wetlands. Under Section 7,9, 10 and 11 of the City of West Haven Inland Westland watercourse and Open Space regulations. Owner Good Shepherd Ministries A/G/ Applicant Attorney Richard Altschuler. File # 017-23-IW Attorney Richard Altschuler, West Haven, is representing the applicant. The church has been in West Haven since 2011. A letter was submitted to the file by the Pastor. This application is for a parking lot for the church. The hours are Wednesday at 7 p.m. and Sunday services 9 and 11 a.m. There are approximately 250 parishioners. Applicant has met with staff and there are no issues. A comment was read into the record from the City Engineer Abdul Quadhir. Mailings were submitted to the file. Three calls were made to speak in favor and three calls were made to speak in opposition to this application.
