In the Harriett North Room 2nd floor at 6:30 P.M. PRESENT: Commissioners Kane, Perrone, Beecher, Braithwaite, Reilly, Carr. ZEO Hotchkiss and Assistant City Planner Conniff. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Braithwaite made a motion to approve the meeting minutes of January 17, 2024, seconded by Commissioner Reilly and passed. PUBLIC HEARING: 23 Carlson Road: A request to construct a 24’x 22’ addition to the rear of the existing structure in the inland wetland upland review area only under Section 72 City of West Haven Inland Wetland Watercourse and Open Space regulations. Owner: Brandi Dunn/ Applicant: Dave Fagnani. File # 003-24 IW. Applicant and owner were present. Commissioner Kane stated the only issue is to protect the wetlands in the rear with silt fencing temporarily. Mr. Fagnani stated there will be new construction for two bedroom and one bathroom. No structures will be removed. Mailings were submitted. Comments from the Building Official and City Engineer were read into the record. Three calls were made to speak in favor and three calls to speak in opposition to this application. Letter from Saleeme, 14 Carlson Rd., in support of this application. Commissioner Perrone made a motion to close the public hearing on File #003-24 IW, seconded by Commissioner Carr and passed. Commissioner Car made a motion to approve File #003-24 IW, seconded by Commissioner Perrone and passed. UNH application for 180’ retaining wall. 48 Ardale Rd – replacement of a deck Commissioner Braithwaite made a motion to accept the above applications, seconded by Commissioner Perrone and passed. Staff Reports Ms. Conniff informed the commission she received a call about 291 Campbell Ave, the application that was appealed, will be coming before the commission again. The state has also increased the amount of water that is to be retained on the property increasing of the galleys. 1 Other Business - none Adjournment: 6:47 p.m. Commissioner Beecher made a motion to adjourn, seconded by Commissioner Perrone and passed. 2
