MEEETING MINUTES OF INLAND WETALND AGENCY
MARCH 19, 2024
The West Haven Inland Wetlands Agency held a Public meeting on Tuesday, March 19, 2024, at West Haven
City Hall, 355 Main Street, West Haven, CT. In the Harriett North Room 2nd floor at 6:30 P.M.
PRESENT: Commissioners Kane, Beecher, Riley, Perrone, ZEO Hotchkiss and Assistant City Planner Conniff.
Absent were Commissioners Braithwaite and Carr.
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES: Commissioner Riley made a motion to approve the meeting minutes of February
20, 2024, seconded by Commissioner Perrone and passed.
PUBLIC HEARING:
260 Rockdale Road: A request to construct a stone dust access walk for a viewing area with free standing
viewing trailer and an approximately 180’ long retaining wall with chain link fence on the north end of the
football field in the inland wetland upland review area only under Section 72 City of West Haven Inland
Wetland Watercourse and Open Space regulations. Owner: University of New Haven/ Applicant: University of
New Haven c/o Louis C. Annino, Jr., P.E., CPE. File # 004-24 IW
Applicant stated this application is to extend the walkway around the football field. Currently it only allows a
one-way access around the field which creates a safety issue. A stone dust walkway is being proposed. Ray
Paier, engineer, Westcott & Mapes, described the location of the football showing the grandstand the visitor
side and where the walkway will be constructed. There are no means traverse which creates a bottle neck. The
wall will be approximately 100 liner feet. This creates a barrier to the natural habitat to the north which is also
fenced. He has met with City Engineer Abdul and his recommendation was to move the wall 10 ft. and to install
a double wide entry gate. All erosion, sediment and water quality measures are in place prior to construction.
This is not in the wetlands or flood plain. ZEO Hotchkiss read comments from the building official and the city
engineer into the record.
Three calls were made to speak in favor and three calls were made to speak in opposition to this application.
Susan Cinotti, 4 Burwell Rd., is wondering how close the wall will be to her property line and is concerned
about trash.
Commissioner Perrone made a motion to close the public hearing on File #004-24IW, seconded by
Commissioner Riley and passed.
Commissioner Perrone made a motion to approve file #004-24IW, seconded by Commissioner Riley and passed

48 Ardale Street: A request to remove the existing deck and construct a new 12’x 27’ deck to the rear of the
house in the inland wetland upland review area only under Section 72 City of West Haven Inland Wetland
Watercourse and Open Space regulations. Owner: Rosemary Capecea/ Applicant: Hako Basuljevic. File # 005-
24 IW
Applicant stated the existing deck will be removed and construct a new deck. The existing deck was 2’ longer
and the design will stay the same. The work will be in the area the existing deck is. ZEO Hotchkiss read
comments from the building official into the record.
Three calls were made to speak in favor and three calls were made to speak in opposition to this application.
Commissioner Beecher made a motion to close the public hearing on File #005-24IW, seconded by
Commissioner Perrone and passed.
Commissioner Perrone made a motion to approve File #005-24IW with conditions that all debris or runoff be
protected from the wetland area, seconded by Commissioner Riley and passed 4- 0.
ZEO Hotchkiss stated there have been no application received before the deadline tomorrow.
Kilbourn St. – ZEO Hotchkiss brought the commission up to date regarding a tenant that would store building
materials and pool chemicals on the site. He will visit the site with the city engineer tomorrow. Ms. Conniff
stated all the debris was removed and the environmental company will finish it up.
ADJOURNMENT: 7:02 P.M.
Commissioner Perrone made a motion to adjourn, seconded by Commissioner Riley and passed.
