MEETING MINUTES OF WEST HAVEN INLAND WETLANDS AGENCY
JUNE 18, 2024
The West Haven Inland Wetlands Agency held a public meeting on Tuesday, June 18, 2024, at
West Haven City Hall, 355 Main Street, West Haven, CT in the Harriett North Room 2nd floor at
6:30 P.M.
PRESENT: Commissioners Kane, Beecher, Mahon, Perrone, Braithwaite (6:46 p.m.), ZEO
Hotchkiss and Assistant City Planner Conniff. Absent was Commissioner Carr.
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES: Commissioner Beecher made a motion to approve the meeting
minutes of May 21, 2024, seconded by Commissioner Beecher and passed.
PUBLIC HEARING:
183 Beach Street: A proposal to redevelop a former restaurant property and parking surface.
The construction will be limited to the upland review area pursuant to Section 72 City of West
Haven Inland Wetland Watercourse and Open Space Regulations. Owner: Michael A. &
Christina M. Collura / Applicant: CDM Holdings, LLC. File # 007-24 IW
Jeffrey Gordon, Codespodi Associates, Orange, CT, landscape architect who is representing
CDM Holdings, Inc. This is the second phase of the former Chick’s property. The secondary
parcel was realigned from a series of parcels. In raising Beach St. a moat was left opened
between road and this parcel. The city has agreed to transfer ownership for the leftover land
between the two properties. This will become part of this parcel. The site plan shows how the
L-shaped parcel will be incorporated into the existing parcel. There will be a new paved parking
area, small building, ice cream shop and a second building will be a seasonal outdoor bar area
and raised platform for entertainment. A stormwater management will be installed. The
regulations of the MS4 will be adhered to as well as soil and erosion controls. There is also a
landscape plan will native vegetation. Snow shelfs are around the perimeter of the parking lot.
There will be nothing in the wetlands. Mailings were submitted to the file. Commissioner Kane
is concerned about the possibility of having gas fire pits. Mr. Hotchkiss read into the record
comments from the Fire Marshall and Building Official.
Three calls were made to speak in favor and three calls were made to speak in opposition to this
application.

Commissioner Beecher made a motion to close the public hearing on File #007-24 IW, seconded
by Commissioner Mann and passed.
Commissioner Beecher made a motion to approve File #007-24 IW, seconded by Commissioner
Mann and passed. Roll call called 3 – Y, 2 – Abstain (Braithwaite, Mann).
MISCELLANEOUS
Application for July 17, 2024 next meeting - 90 Hilltop – owner brought in fill which is to be
removed and an underground retention system will be installed.
Commissioners discussed training that is required.
ADJOURNMENT: 7:00P.M.
Commissioner Perrone made a motion to adjourn, seconded by Commissioner Mahon and
passed.
