CITY OF WEST HAVEN, CONNECTICUT Inland Wetlands Agency City Hall | 355 Main Street | First Floor West Haven, Connecticut 06516-0312 Phone 203.937.3580 Fax 203.937.3742 MEETING MINUTES OF INLAND WETLAND AGENCY JULY 16, 2024 The West Haven Inland Wetlands Agency held a public meeting on Tuesday, July 16, 2024, at West Haven City Hall, 355 Main Street, West Haven, CT in the Harriett North Room 2nd floor at 6:30 P.M. PRESENT: Commissioners Kane, Porto, Riley, Braithwaite, Mahon, and ZEO Hotchkiss. Absent were Commissioners Beecher and Carr. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Commissioner Mann made a motion to approve the meeting minutes for June 18, 2024, seconded by Commissioner Perrone and passed. PUBLIC HEARING: 90 Hilltop Lane: A proposal to remove 60 yards of fill previously brought to the property and install an underground retention system connected underground by 6” pipe to the existing catch basin located in the public right-of-way. The work will be done in the upland review area pursuant to Section 72 City of West Haven Inland Wetland Watercourse and Open Space regulations. Owner / Applicant: Serafettin Aksu. File # 008-24 IW Applicant stated this application is for the removal of 60 yds of fill and add gravel and topsoil. Mr. Hotchkiss stated this was a complaint from a neighbor causing water issues. He visited the property and found it was in the wetland area. This application is to remove the fill that was previously brought in and install two catch basins for water retention. This was discussed with the City Engineer. Applicant stated the water comes from the hill and pools in his backyard. Commissioner Perrone asks for a review of the issue of the IA Club and to correct it. Three calls were made to speak in favor and three calls were made to speak in opposition to this application William Black, 47 Michael Dr., runoff comes the IA Club when they filled in for their parking lot. He asked if the applicant’s property is wetlands and when they did the Parking lot wouldn’t someone have known that. Commissioner Kane stated if the agency doesn’t know they can’t do anything about it. Applicant stated the issue is from up the hill not from the neighbor’s property. . 1 Commissioner Mahon made a motion to close the public hearing on File # 008-24 IW, seconded and passed. Commissioner Perrone made a motion to approve File #008-24 IW, seconded by Commissioner Braithwaite and passed. 1 Circle Street: A proposal for exterior and architectural improvements to the Natatorium (pool building) and existing patio, walkways, curbing, and landscaped areas in the upland review area only pursuant to Section 72 City of West Haven Inland Wetland Watercourse and Open Space regulations. Owner: City of West Haven / Applicant: Michael LoSasso- Antinozzi Associates c/o West Haven Board of Education. File # 009-24 IW Michael LoSasso, architect, stated the West Haven High School pool is an existing structure. This is the last of the building’s that comprise the high school’s campus renovated. Some site improvements, grading and renovation of the existing patio and new insulated windows and door and replacement of metal roof and all drainage structures. Kent Ganon, civil engineer, showed the agency the renovations that will be done such as stated new walkways, stairs, patios, curbing, etc. New plantings and scored concrete patterns will be installed. Mr. LoSasso stated there is a fire hydrant buried which will be raised for safety issues. This is basically correcting, replacing and doing maintenance for safety issues. Mailings were submitted to the file. Mr. Hotchkiss read comments into the record from the Building Official. Three calls were made to speak in favor and three calls were made to speak in opposition to this application Commissioner Mahon made a motion to close the public hearing on File #009-24 IW, seconded by Commissioner Perrone and passed. Commissioner Mahon made a motion to approve File #00-9-24IW, seconded by Commissioner Braithwaite and passed. Mr. Hotchkiss and Commissioner Kane will contact the City Engineer regarding the IA Club issue. ADJOURNMENT: 7:11P.M. Commissioner Mahon made a motion to adjourn, seconded by Commissioner Braithwaite and passed. 2
