8047 JUNE 19, 2018 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on at 6:30 p.m. prevailing time with President Scott Stephenson presiding. CITIZEN COMMENTS ON AGENDA ITEMS: None. APPROVAL OF MINUTES: Motion by Kostelnik, seconded by Marone that the minutes of the May 16, 2018 Council Meeting be approved. Roll Call Seven ayes, no nays. Motion carried. AGENDA ITEMS: A. Motion by Kostelnik, seconded by Inglis to approve submission of Allegheny County Act 167 Municipal Grant Program application. Roll Call: Seven ayes, no nays. Motion carried. B. Motion by Kostelnik, seconded by Inglis to approve fee schedule change for garbage collection, creating a new residential multiple item pickup charge of One Hundred Twenty-Five Dollars ($125.00). This category will be defined as follows: anything over six trash cans or 12 trash bags; or a total area of trash that measures larger than an area 6 feet long by 4 feet wide and 3 feet high. Permits for this category of pickup will have to be paid for and picked up at the Borough Building prior to collection. All trash must be neatly bundled, bagged and/or stack in order to be collected. Caruso & Sons, Inc. for Micro Surfacing contract in the amount of Three Hundred Thirty-Nine Thousand Four Hundred Forty-Seven Dollars and Fifty Cents ($339,447.50). Roll Call: Seven ayes, no nays D. Motion by Kostelnik, seconded by Inglis to accept bid from Plavchak Construction Company Inc., for the Lower Bull Run Culvert Replacement contract in the amount of One Hundred Seventy-Nine Thousand Eight Hundred Dollars ($179,800.00). Roll Call: Seven ayes, no nays. Motion carried. E. Motion by Kostelnik, seconded by Inglis to approve purchase of 2004 Ford F350 4x4, VIN# 1FDWF37O4EB88122 from the West Mifflin Sanitary Authority at a cost of Six Thousand Five Hundred Dollars ($6,500.00). Motion by Kostelnik, seconded by Inglis to approve request from Jericho Ministries for use of the Terrace Playground and shelter on July 27-July 29, 2018. Roll Call: Seven ayes, no nays. Motion carried.  8048 JUNE 19, 2018 DEPARTMENTAL REPORTS: Community Development…………………………………………………...Walter B. Anthony Mr. Anthony read the Community Development Report for the Month of May 2018. Mr. Anthony reported that he received a letter from Allegheny County via the South Hills Cog CVBG year 44 application that we filed for demolition was granted for Forty Five Thousand Dollars ($45,000.00), we had originally asked for Ninety Thousand ($90,000.00). The bid documents will be created, there were 10 homes submitted to the Engineer, Ms. Bennett. Mayor Kelly questioned if phone call logs be separated by incoming, and actions taken. Mr. Anthony replied when the website is up and running all complaints and status will be available to view. Police…………………………………………………………………Acting Chief Mike Ragan Chief Mike Ragan read the Police Report for the Month of May 2018. Chief Ragan commented that the Drone ran by Andy was used for a roundup which led to arrests. Mayor Kelly requested someone to be assigned to calling correct person to have signs that are knocked down and leaning over fixed. Public Works…………………………………………………………………………James Hess Mr. Hess read the Public Works Report for the Month of May 2018. Recreation……………………………………………………………………..Anthony DiCenzo Mr. DiCenzo read the Recreation report for the Month of May 2018. Mr. Marone commented that for the next movie night a bigger projector and screen should be purchased so it would be easier for everyone to see. EMS…………………………………………………………………………Chief Tod Plunkett Chief Plunkett read the EMS Report for the month of May 2018. REPORT OF THE MAYOR: Mayor Kelly commented that a few community based grants have been applied for. REPORT OF THE SOLICITOR: Solicitor DiLucente commented on the firework ordinance for sales and entertainment. Solicitor DiLucente commented the council has to make a decision on times and places for the ordinance. REPORT OF THE ENGINEER:  8049 JUNE 19, 2018 Ms. Bennett commented with the accepting of the bids on the micro resurfacing project, and the lower Bull Run culvert replacement she will get in touch with the contractors and get everything together to move forward. Ms. Bennett commented she has provided an application for the Act 167 mini grant program to adopt a new storm water ordinance, Allegheny County has given 6 months to do. Mayor Kelly questioned if the bid would go up for the side walls on the Lower Bull run culvert replacement due to all of the rain. Ms. Bennett replied the side walls are already included in the bid to be replaced. Mr. Marone questioned the Kansas Park water run-off. Mr. Hess replied there was more seed and fiber put down and 2 more layers of silicone. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the Month of May 2018. Mr. Kamauf commented the Allegheny County vacant property recovery program will lower fees for acquiring properties for the summer. PAYMENT OF BILLS: Motion by Kushner, seconded by Stupar that all bills properly approved by the Finance Committee be paid. Roll Call: Seven ayes, no nays. Motion carried. NEW BUSINESS: Motion by Kostelnik, seconded by Marone to appoint Lieutenant Michael Ragan to the acting Chief of Police until a permanent replacement is appointed. Roll Call: Seven ayes, no nays. Motion carried. Motion by Kostelnik, seconded by Stupar to approve the Borough Manager to Hire an administrative assistant starting salary will be Thirty Three Thousand ($33,000.00) per year. Roll Call: Seven ayes, no nays. Motion carried. Mr. Kamauf commented this is for a retirement this is not a new created position. CITIZENS COMMENTS: Harry Thompson 6679 Adams Avenue questioned when liens being put on houses for the sewage fees started. Solicitor DiLucente commented the Sewage department is a separate public entity.
