AUGUST 21, 2018 8056 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on Tuesday August 21, 2018 at 6:41 p.m. prevailing time with President Scott Stephenson presiding. ROLL CALL: Kushner Present Inglis Present Stupar Present Kostelnik Present Santoro Present Marone Present Stephenson Present Seven members present. Mayor Kelly present. CITIZEN COMMENTS ON AGENDA ITEMS: Jim Jasinski 4100 Home Street requested a brief description of agenda item A. Mr. Kamauf replied the address is 1420 Lower Bull Run the property is vacant and will be demolished. Jay Goonetilleke 404 Dennison Drive questioned Agenda Item 7 F, how many crossing guards will there be. Mr. Kamauf replied this Agenda Item was for substitute crossing guards. APPROVAL OF MINUTES: Motion by Marone, seconded by Kostelnik that the minutes of the July 17, 2018 Council Meeting be approved. Roll Call Seven ayes, no nays. Motion carried. AGENDA ITEMS: A. Motion by Kostelnik, seconded by Marone Resolution of Council of the Borough of West Mifflin approving that the acquisition and subsequent disposition of a parcel of vacant property known as Lot and Block number 240-P-00284 would be in accord with the comprehensive plan of the municipality. Roll Call: Seven ayes, no nays. Motion carried. B. Motion by Marone, seconded by Kostelnik to approve installation of Stop Sign, for west bound traffic at the intersection of Lebanon School Road and Helena Drive. Mr. Kamauf commented Public works Director and acting Police Chief have inspected and requested this traffic stop be installed. Roll Call: Seven ayes, no nays. Motion carried. C. Motion by Kostelnik, seconded by Marone to approve the sale at action of Public Works Vehicle P-4, 2009 Ford Pick-up Vin # 1FTRF14W49KA68250. Roll Call: Seven ayes, no nays D. Motion by Marone, seconded by Santoro to approve advertisement for public hearing for conditional use property located at 1600 Texas Avenue. Roll Call: Seven ayes, no nays. Motion carried. E. Motion by Kostelnik, seconded by Kushner to approve three day non-paid work suspension of employee #782. Roll Call: Seven ayes, no nays. Motion carried.  AUGUST 21, 2018 8057 F. Motion by Marone, seconded by Inglis to approve hiring of Faye Domer and Stephen Horvath as school crossing guard at a rate of $11.50 per hour, pending successful completion of background check and clearances. REPORT OF THE MAYOR: Mayor Kelly reported we got approved for the funding for the Lower Bull Run. Mayor Kelly reported results from a Penn Dot meeting and new rules and regulations concerning repairs on the roads. Mayor Kelly commented on the future spray park the location has changed and amphitheater and deck hockey may possibly be added. REPORT OF THE SOLICITOR: Solicitor DiLucente commented on the proposal for Municipal Waste disposal services will be going out for bid. REPORT OF THE ENGINEER: Ms. Bennett reported the first annual report for the MS4 permit will be due at the end of September. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of July 2018.  AUGUST 21, 2018 8058 PAYMENT OF BILLS: Motion by Kushner, seconded by Inglis that all bills properly approved by the Finance Committee be paid. Roll Call: Seven ayes, no nays. Motion carried. NEW BUSINESS: Motion by Kostelnik, seconded by Kushner Motion to remove McGrail and Associates as Solicitor for the Civil Service Commission. Roll Call: Seven ayes, no nays. Motion carried. Motion by Kostelnik, second by Marone to approve hiring of Jason Elash as the Solicitor of the Civil Service Commission. Roll Call: Seven ayes, no nays. Motion carried. Mr. Marone commented on the animal control unit and the full capacity he is looking elsewhere to see if it would be beneficial to switch. Mr. Stupar addressed a comment that occurred at the previous Council Meeting between Ms. Bennett and Mayor Kelly. Motion by Stupar for Mayor Kelly to resign. Motion by Inglis, seconded by Kostelnik to table first Motion. Roll Call: Six ayes, 1 nay, 1 recused. Motion carried. Mr. Stephenson commented that it was a bad joke and nothing serious was intended. CITIZENS COMMENTS: Theresa Sekely 110 Main Entrance Drive commented regarding complaints for her back yard, and the difficulties she is having getting the weeds and grass cut. Mr. Anthony went through the process and this reoccurring problem. Solicitor DiLucente commented this subject cannot be discussed due to the pending litigation. Ms. Sekely questioned weeds at the intersection of Main Entrance Drive. Mr. Anthony commented that is a State road and the Borough cannot cut the weeds. Jay Goonetilleke 404 Dennison Drive questioned the West Mifflin Borough website and the difficulty and amount of information on the website. Harry Thompson 6679 Adams Avenue suggested a blinking light on the Stop Sign after installation at the intersection of Lebanon School Road and Helena Drive to increase awareness. Mr. Thompson commented on the storm drains that were cleaned out on Lebanon Church Road by Penn Dot and that flooding has been reduced. Jim Jasinski 4100 Home Street commented on an upcoming event on September 9, 2018 and getting help from EMS. Mr. Jasinski commented on a huge pile of garbage that needed picked up at 3330 Duquesne Avenue.  AUGUST 21, 2018 8059 Mr. Stephenson commented that the letter has been issued to the owner to purchase a Trash Pickup Permit. Mr. Jasinski questioned a yield sign that has been removed approaching Greensprings Avenue. Mr. Hess said he will look and address the situation. Mr. Jasinski requested police support for his neighborhood and increased incidents. Mr. Jasinski requested that the locked doors for the Borough Building be removed, and the old Borough Building sitting is costing money. Mr. Kamauf reported figures and money that has been saved over the past 4 years. Regis Andres 1414 Lower Bull Run questioned the construction of the road and flooding although it is a flood zone water cannot get through. Mr. Andres questioned abandoned houses near his home on Lower Bull Run. Mr. Anthony commented that they are on the demolition list. David Marshall 2220 Reuben Drive questioned a storm drain not draining near Jims Hotdog. Mr. Marshall questioned acquiring retired Police cars. Mr. Kamauf said he sent maintenance logs and other information and was waiting to hear a response from Dr. Hoover. Mr. Stephenson recommended the School Board making a formal proposal to the Borough Council. Dolores Jefferson 3120 Virginia Avenue commented the street sign on Homestead Avenue is missing. Ms. Jefferson commented on speeding on Greensprings and Cypress and requested a Slow Sign. Ms. Jefferson questioned getting alleys on the paving list. Mr. Hess commented there are a few that are being looked at. Ms. Jefferson questioned fence ordinances. Mr. Anthony replied a fence could go on the property line as long as there is a survey.
