DECEMBER 21, 2021 8228 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on December 21, 2021 at 6:35 p.m. prevailing time with President Steve Marone presiding. A presentation was made for an outgoing Council member Joyce Kushner. Motion carried. AGENDA ITEMS: A. AN ORDINANCE OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY COUNTY, PENNSYLVANIA, FIXING AND REENACTING THE REAL ESTATE TAX RATE OF 9.98 MILLS FOR THE YEAR 2022 AND IMPOSING DISCOUNTS, PENALTIES AND INTEREST THERON. A RESOLUTION OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY COUNTY, PENNSYLVANIA, ADOPTING A BUDGET FOR FISCAL YEAR BEGINNING JANUARY 1, 2022 AND ENDING ON DECEMBER 31, 2022 IN ACCORDANCE WITH THE BOROUGH CODE FOR THE BOROUGH OF WEST MIFFLIN. Budget - $17,264,367.00 Liquid Fuels Budget - $500,000.00 Capital Projects Budget - $300,000.00 Motion by Kostelnik, seconded by Kushner Roll Call: Six ayes, no nays. Motion carried. C. A RESOLUTION OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY COUNTY, PENNSYLVANIA, FIXING AND ESTABLISHING THE SALARIES AND WAGES OF VARIOUS EMPLOYEES IF THE BOROUGH OF WEST MIFFLIN FOR THE PERIOD COMMENCING WITH THE FIRST PAY PERIOD IN JANUARY 1, 2022 AND CONTINUING FORWARD UNTIL OTHERWISE AMENDED BY BOROUGH COUNCIL. Motion by Kostelnik, seconded by Moses to ratify Resolution for Demolition Slums and Blight, phone vote taken on November 19, 2021. Roll Call: Six ayes, no nays. Chief Topolnak thanked everyone he has worked with and stated his will miss the Borough deeply. Public Works…………………………………………………………………………James Hess Mr. Hess read the Public Works Report for the Month of November 2021. Mr. Hess reported there will now be an addition to the report each month for the MS4 report. MS4 is Municipal Separate Storm Sewer System. Public Works is the maintenance of the storm sewer systems, cleaning and taking care of the piping system. Public education is another part. Residents will be receiving a flyer and to also try to do something with the school children. EMS…………………………………………………………………………Chief Todd Plunkett Chief Plunkett read the EMS Report for the month of November 2021. REPORT OF THE MAYOR: Mayor Kelly was absent due to a family issue. REPORT OF THE SOLICITOR: Solicitor Evashavik reported items he would talk about were already covered in the Agenda items. REPORT OF THE ENGINEER: Mr. Elyes reported they received signed contracts from Minniefield for 2021 Structure Demolition Project. Once the insurance certificate is received they will issue the notice to proceed. Mr. Elyes reported there were deficiencies found from the Willock Road slide, they will come back in the spring to fix the issues. Mr. Elyes reported Petrakis started work last week for Livingston Road storm water grant. They expect to finish next week.  DECEMBER 21, 2021 8231 Mr. Elyes reported the Mele & Mele & Sons were unable to finish the paving contracts, and they will return in the spring. Mr. Elyes reported the repair plan for the Melvin Road storm water issue has been provided. Mr. Elyes still needs to provide the cost estimate so a grant can be applied for, or it can be sent out to bid. Mr. Elyes reported the Public Works electrical upgrades are ready for bid and can be advertised in January with the Borough’s permission. Mr. Elyes reported they are still waiting for the DEP and the DCED to make a decision for the Curry Hollow landslide repair. Mr. Elyes reported they are waiting for PA American Water to move a water line for the Duquesne Culvert replacement then it can be advertised in January. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of November 2021. PAYMENT OF BILLS: Motion by Kushner, seconded by Inglis that all bills properly approved by the Finance Committee be paid. Roll Call: Six ayes, no nays. Motion carried. NEW BUSINESS: No new business.
