COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the
Municipal Building Council Chambers at 7:30 p.m. prevailing time with President Scott
Stephenson presiding.
ROLL CALL: Topolnak Present Davis Present

APPROVAL OF MINUTES:
Motion by Moses , seconded by Inglis that the minutes of the October 18, 2022 Council Meeting
be approved. Roll Call Six ayes, no nays. Motion carried.
AGENDA ITEMS:
A. RESOLUTION OF THE BOROUGH OF WEST MIFFLIN MAKING UTAH AVENUE
TO ONE WAY ONLY TRAFFIC, STARTING AT THE INTERSECTION OF UTAH
AVENUE @ TAFT AVENUE AND TRAVELING WEST ON UTAH TO NEEL
STREET.
Motion by Topolnak, seconded by Davis Roll Call: Six ayes, no nays. Motion carried.
B. Motion by Davis, seconded by Inglis to award Contract No. 2022-02,2022 Structure
Demolition Bid to low bidder Wreckcrew Demolition LLC for the base bid of $37,000.00
Roll Call: Six ayes, no nays. Motion carried.
C. Motion by Davis, seconded by Inglis to approve and accept offer for Pennsylvania
Turnpike for Easement Compensation for property located on Camp Hollow Road Lot &
Block in the amount of $4,100.00:
Area required .013 Acres of Temporary construction Easement
.186 Acre of Required Slope Easement
Cost of Adjustment includes 5 trees

D. Motion by Davis, seconded by Inglis to approve a Minor 2 Lot Consolidation of 2
Parcels requested by Thomas James and Heather Diane Liggett. Parcels # 182-D-25 &
182-D-130, located at 4601 Easy Street. The proposed consolidation is to allow for the
construction of an accessory structure, (swimming pool).
Roll Call: Six ayes, no nays. Motion carried.
E. Motion by Davis, seconded by Inglis to approve advertising for part-time Administrative
Assistant. Roll Call: Six ayes, no nays. Motion carried.
DEPARTMENTAL REPORTS:
Community Development…………………………………………………...Walter B. Anthony
Mr. Anthony read the Community Development Report for the Month of October 2022.
Mr. Anthony stated he left an updated copy of the demolition houses that have been awarded and
grants that have been filed.
Mr. Anthony stated There are about 7 vacant houses left in the borough.
Police……………………………………………………………..…...Chief Gregory McCulloch
Chief McCulloch read the Police Report for the Month of October 2022.
Mr. Davis asked about placing notice sign earlier to warn of the road closure coming down
Clairton Boulevard by Sheetz.
Chief McCulloch said we can reach out to the contract company. They are waiting on traffic
light poles to come in to finish the island.
Mr. Davis commented it is a hazard.
Chief McCulloch stated that he can reach out and ask to move the current signs out further back.
Mr. Kamauf asked if it was the flagging companies or the contractors.
Mr. Kamauf stated he was told the quality of the flaggers are down, and dangerous situations
have come about.
Chief McCulloch said it is the responsibility of the contractor and he will reach out and try to see
what can be done.
Mayor Kelly asked if there was an inspector there.
Chief McCulloch responded there always is.

Public Works……………………………………………………………….…Anthony DiCenzo
Mr. DiCenzo read the Public Works Report for the Month of October 2022.
Mr. Stephenson asked if crews are out with the snow coming out.
Mr. DiCenzo said he did not get any notification that his department was called out.
Chief McCulloch said the police called the department for road treatment.
EMS…………………………………………………………………………Chief Todd Plunkett
Chief Plunkett read the EMS Report for the month of October 2022.
Ms. Santoro asked if they brought the new ambulance to the Halloween Event.
Chief Plunkett stated that it was indeed the new ambulance.
REPORT OF THE MAYOR:
Mayor Kelly acknowledged Representative Nick Pisciottano for working with utility companies
on Inland Avenue situation.
Mayor Kelly also acknowledged U.S. Steel for their medals to the police and their donation. Also
stated that they are donating towards the Santa Cop toy drive.
Chief McCulloch stated there will be enough toys to distribute to all the children and that Froggy
radio will be a part of it again.
Mayor Kelly said that he finished the food deliveries for the Salvation Army.
Mayor Kelly reported that he resolved 12 issues from residents, 2 unsuccessful.
REPORT OF THE SOLICITOR:
Solicitor Nicole Nina has nothing to report.

REPORT OF THE ENGINEER:
Mr. Elyes reported the Duquesne Avenue Culvert replacement was supposed to start, but North
Rock is waiting on manhole covers. North Rock will continue to work over the winter. Mr. Elyes
told North Rock the paving would have to wait until the spring.
Mr. Elyes reported milling has been completed over the last week and paving is planned as
temperatures permit for the 2022 Road Resurfacing project.
Mr. Elyes reported the demolition project was awarded to Wreckcrew Demolition LLC.
REPORT OF THE BOROUGH MANAGER:
Mr. Kamauf read the Finance Report for the month of October 2022.
Mr. Kamauf reported last week Duquesne Light was outside and completed the conversion
study. Duquesne Light will hopefully complete the install in December.
Mr. Kamauf reported the Kansas Park reimbursement check was finally received in the amount
of $73,250.00.
Mr. Kamauf reported he received expected Liquid Fuel allowance for 2023 also. The allocation
is $561,213.46.
Mr. Kamauf reported the Public Hearing was held for the budget, and it is on display. Mr.
Kamauf noted there is not a tax increase in this proposed budget.
Mr. Kamauf stated that the Halloween Event was successful and there are photos shared.
Mr. Kamauf stated the Holiday Program will be held on Thursday December 1st at 6:00.
Mr. Inglis commended Sheila Sebastian and Tyler Beck on the successful day.
Mr. Davis stated that it was one of the better ones we have had in a long time.
PAYMENT OF BILLS:
Motion by Davis, seconded by Topolnak that all bills properly approved by the Finance
Committee be paid. Roll Call: Six ayes, no nays. Motion carried.
