JUNE 20, 2023 8318 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on June 20, 2023 at 6:34 p.m. prevailing time with President Scott Stephenson presiding. ROLL CALL: Topolnak Present Davis Present Santoro Present Inglis Present Kostelnik Absent Moses Present Stephenson Present Six members present. Mayor Kelly absent. CITIZEN COMMENTS ON AGENDA ITEMS: No citizen comments. APPROVAL OF MINUTES: Motion by Moses, seconded by Topolnak that the minutes of the May 17, 2023 Council Meeting be approved. Roll Call Six ayes, no nays. Motion carried. AGENDA ITEMS: A. RATIFY RESOLUTION NO. 1394 TO HAVE ON RECORD A STATEMENT CONFIRMING THAT THE BOROUGH OF WEST MIFFLIN HAS FORMALLY REQUESTED CDBG FUNDS, HAS DESIGNATED AN OFFICIAL TO PERFORM THE REQUIRED DUTIES BETWEEN THE APPLICANT AND ALLEGHENY COUNTY ECONOMIC DEVELOPMENT, HAS ASSURED, WHERE APPLICABLE, THE PROVISION OF LOCAL MATCHING FUNDS. THE RESOLUTION IS REQUESTING FUNDS IN THE AMOUNT OF FORTY-ONE THOUSAND FIVE HUNDRED DOLLARS ($41,500.00). Motion by Davis, seconded by Inglis Roll Call: Six ayes, no nays. Motion carried. B. RATIFY RESOLUTION NO 1395 FOR DEMOLITION, SLUMS AND BLIGHT RESOLUTION. THIS RESOLUTION IS ASSOCIATED WITH RESOLUTION NO. 1394 REQUESTING CDBG FUNDING. Motion by Davis, seconded Topolnak by Roll Call: Six ayes, no nays. Motion carried. C. RESOLUTION NO. 1396 AUTHORIZING BOROUGH COUNCIL PRESIDENT TO SIGN PENNDOT AGREEMENT FOR ADA UPGRADES ON LEBANON CHURCH ROAD. Motion by Moses, seconded by Santoro Roll Call: Six ayes, no nays Motion carried. JUNE 20, 2023 8319 D. Motion by Inglis, seconded by Davis to approve Agreement No. 11A115 between the Borough of West Mifflin and the Commonwealth of Pennsylvania, Department of Transportation (PennDOT) for ADA upgrades at intersection associated with PennDOT project SR 2040 A24. The estimated cost to the Borough is Seven Thousand Four Hundred Nine Dollars ($7,409.00). Roll Call: Six ayes, no nays. Motion carried. E. RESOLUTION NO. 1397 AUTHORIZING BOROUGH COUNCIL PRESIDENT TO SIGN PENNDOT AGREEMENT FOR ADA UPGRADES ON STATE ROUTE 51. Motion by Inglis, seconded by Topolnak Roll Call: Six ayes, no nays. Motion carried. F. Motion by Davis, seconded by Moses to approve Agreement No. 11A119 between the Borough of West Mifflin and the Commonwealth of Pennsylvania, Department of Transportation (PennDOT) for ADA upgrades at intersection associated with PennDOT Project SR 51 12A. The estimated cost to the Borough is Three Thousand Five Hundred Twenty Dollars ($3,520.00). Roll Call: Six ayes, no nays. Motion carried. G. Motion by Inglis, seconded by Davis to approve and accept low base bid from Independent Enterprises, Inc, for Borough of West Mifflin 2023 Road Resurfacing Contract No. 2023-01, low bid amount was Two Hundred Thousand Six Hundred Fifty- Four Dollars and Five Cents ($200,654.05). Roll Call: Six ayes, no nays. Motion carried. H. Motion by Moses, seconded by Santoro to table the motion to approve and accept low Alternate 2 bid from Independent Enterprises, Inc, for Borough of West Mifflin 2023 resurfacing Contract 2023-01. Roll Call: Six ayes, no nays. Motion carried. I. Motion by Topolnak, seconded by Davis to approve the hiring of Nicole Gibbons as Administrative Assistant at a starting salary of $41,000.00 a year, pending successful completion of background checks and drug and alcohol testing. Roll Call: Six ayes, no nays. Motion carried. J. Motion by Topolnak, seconded by Moses to approve the hiring of Kayley Yuhas as Borough Receptionist at a starting salary of $38,000.00 a year, pending the successful completion of background checks, and drug and alcohol testing. Roll Call: Six ayes, no nays. Motion carried. DEPARTMENTAL REPORTS: Community Development…………………………………………………...Walter B. Anthony Mr. Anthony read the Community Development Report for the Month of May 2023. Mr. Moses requested an updated list of properties needing demolition. Mr. Anthony stated he will provide an updated list. JUNE 20, 2023 8320 Police……………………………………………………………..…...Chief Gregory McCulloch Chief McCulloch read the Police Report for the Month of May 2023. Public Works……………………………………………………………….…Anthony DiCenzo Mr. DiCenzo read the Public Works Report for the Month of May 2023. EMS……………………………………………………….….Assistant Chief Brian McCaffrey Assistant Chief McCaffrey read the EMS Report for the month of May 2023. REPORT OF THE MAYOR: Mayor Kelly was absent. REPORT OF THE SOLICITOR: Solicitor DiLucente stated he did not have a report. REPORT OF THE ENGINEER: Mr. Elyes reported the demolitions from the 2022 Structure demolition project have been completed. Mr. Elyes reported bids were opened for the 2023 paving project. Mr. Elyes reported he did look at Duquesne Avenue and will have the contractor come out to look at it. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of May 2023. Mr. Kamauf reported he is working on a solar fleet grant through Allegheny County, which would provide upgrades to Public Works. Mr. Kamauf replied he and Mr. Davis did a study with get solar and connect, which is regarding installing solar panels and incentives. PAYMENT OF BILLS: Motion by Davis, seconded by Topolnak that all bills properly approved by the Finance Committee be paid. Roll Call: Six ayes, no nays. Motion carried. JUNE 20, 2023 8321 NEW BUSINESS: Mr. Davis reported 60-70 people attended the Movie Night at the Community Park last Friday. Mr. Davis stated the next movie night will be July 21, 2023. Chief McCulloch reported the new Hybrid Police vehicle will be in commission hopefully by Friday. Chief McCulloch stated the vehicle is gas but when idling it switches to electric. He will monitor the usage and report back to Council. Chief McCulloch stated this vehicle has the ghost car package so will look a little different on the road. CITIZENS COMMENTS: No citizen comments. ADJOURNMENT: Motion by Topolnak, seconded by Santoro that the Meeting be adjourned. Meeting adjourned at 7:53 pm prevailing time.
