COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the
Municipal Building Council Chambers on June 18, 2024, at 6:30 p.m. prevailing time with
President Scott Stephenson presiding.
ROLL CALL: Topolnak Present Davis Present

Six members present. Mayor Kelly present.
CITIZEN COMMENTS ON AGENDA ITEMS:
Councilwoman Santoro motioned to TABLE Items 7A and 7B
Mayor Kelly asked that if the Agenda Items are tabled, then it cannot be changed.
Solicitor DiLucente stated that is correct.
Ms. Santoro motions to eliminate Items 7A and 7B. Mr. Inglis seconded. Roll Call: Six Ayes, no
nays. Motion carried.
APPROVAL OF MINUTES:
Motion by Santoro, seconded by Inglis that the minutes of the May 21, 2024 Council Meeting be
approved. Roll Call Six ayes, no nays. Motion carried.

C. RESOLTUION OF THE BOROUGH OF WEST MIFFLIN, APRROVING,
ADOPTIONG AND PLACING INTO IMMEDIATE EFFECT THE EMERGENCY
OPERATIONS PLAN OF THE BOROUGH OF WEST MIFFLIN AS MANDATED BY
SECTION 7503 OF THE PENNSYLVANIA EMERGENCY MANANGEMENT
SERVICE CODE. Motion by Kostelnik, seconded by Topolnak. Roll Call: Six ayes, no
nays Motion carried.
D. PROMULGATION Adopting the Emergency Operations Plan for the Borough of West
Mifflin. Motion by Kostelnik, seconded by Davis. Roll Call: Six ayes, no nays Motion
carried.
E. Motions to approve awarding bid for replacement tractor arm to MoTrim Incorporated at
a bid of $49,259.38. Motion by Kostelnik, seconded by Topolnak. Roll Call: Six ayes,
no nays. Motion carried.

F. Motion to approve the 2 lot Consolidation Plan consisting of Parcels 239-K-272 & 239-
K-001, these parcels are located at 204 Castle Drive, as recommended by the Planning
Commission. MOTION TO TABLE by Inglis, seconded by Kostelnik. Roll Call: Six
ayes, no nays. MOTION TABLED.
G. Motion to approve the 2 lot Consolidation Plan consisting of Parcel #182-M-65 & 182-
M-12, these parcels are located at 118 Walker Drive, as recommended by the Planning
Commission. Motion by Kostelnik, seconded by Davis. Roll Call: Six ayes, no nays.
Motion carried.
H. Motion to approve the Preliminary and Final site plan proposed for the Dunkin
Restaurant located at 2100 Mountain View Drive pending engineer’s approval. Motion
by Kostelnik, seconded by Santoro. Roll Call: Six ayes, no nays. Motion carried.
I. Motion to approve the Conditional Use authorization for the drive-thru facility for the
Dunkin Restaurant and recommends scheduling a Public Hearing in accordance with the
Ordinance. Motion by Davis, seconded by Kostelnik. Roll Call: Six ayes, no nays.
Motion carried.
J. Motion to Agreement between the Borough of West Mifflin and Novus Strategies for
grant writing services at a month cost of $2,500.00. Motion by Davis, seconded by
Inglis. Roll Call: Six ayes, no nays. Motion carried.

Motion by, seconded by that all bills properly approved by the Finance Committee be paid. Roll
Call: Seven ayes, no nays. Motion carried.

CITIZENS COMMENTS:
Mr. wanted to thank the Borough of West Mifflin Council for the wonderful job they’ve done.
Evan Mathis 210 Oak Street – Mr. Mathis introduced himself as the VP for West Mifflin
baseball and they currently do not have a field for 14U, would like to use Winklevoss or Kenny
Field.
Robert Ducar 121 Lutz Lane – Mr. Ducar asked if the Borough would be able to assist him in
finding the owner of a Parcel on Lutz Lane.
Solicitor DiLucente suggested that he go to the local State Representative to be a liaison.
Mr. Moses added that Lutz Lane is a private road.
Judy Fisher 1009 Dana Drive – Ms. Fisher asked if there should be an enforcement plan and
more employees for new ordinances in the future.
Mr. Moses replied that we do have a Code Enforcement department that would handle these
things.
Michal Shawman 632 Irwin Run Road – Mr. Shawman asked if there could be a Stop Sign
installed on his street, as the cars are now flying up and down the street.
Mr. DiCenzo stated that they could handle it.
Mr. Inglis suggested that Mr. Shawman also contact his local State Representative.
Daniel Potter 1520 Homestead Duquesne Road – Mr. Potter asked Chief McCullough if they
could have an Officer posted near his block of Homestead Duquesne Road, the speed limit is
35mph or 40mph and the cars are driving at least 60mph.
Dan Forstel 3507 Cherry Street – Mr. Forstel asked if the whole Animal Ordinance was struck
from the Agenda.
Mr. Moses replied yes.

Chris Fisher 1818 Bluff Street – Mr. Fisher asked what happened with the Pet Ordinance
because he could not hear from the lobby.
Mr. Anthony replied that no we do not have a way to broadcast in the lobby.
Mr. Fisher suggested the Borough purchase a $35 device to upgrade the technology.
Mr. Anthony let Mr. Fisher know that he would have to take his suggestions to the person who
handles our IT, Andy Quayle.
Phil Goss – Mr. Goss is not a resident of West Mifflin but asked to speak on behalf of residents,
as he is the President of the National Association of Reptile Keepers.
Council members agreed to let Mr. Goss speak.
Mr. Goss read some court case information regarding Animal limits and bans being unjust in
Allegheny County.
Margaret Bungaro 3317 Cherry Street – Ms. Bungaro thanked the council for shutting down
the Animal Ordinance.
Ms. Bungaro stated that it should have never been taken this far, what happened to neighbors
being neighbors.

Motion by Kostelnik, seconded by Davis that the Meeting be adjourned. Meeting adjourned at
