July 16, 2024 8870 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on July 17, 2024 at 6:30 p.m. prevailing time with President Scott Stephenson presiding. CITIZEN COMMENTS ON AGENDA ITEMS: APPROVAL OF MINUTES: Motion by Davis, seconded by Kostelnik that the minutes of the June 18, 2024 Council Meeting be approved. Roll Call Six ayes, no nays. Motion carried. AGENDA ITEMS: A. Motion by Davis, seconded by Inglis to approve and award the 2024 Paving Bid Contract 2024-03 to low bidder Independent Enterprises, Inc. at a total bid of One Hundred Sixty- Sec Thousand Nine Hundred Dollars ($167,937.00). Roll Call: Six ayes, no nays. Motion carried. B. Motion by Moses, seconded by Davis to approve the purchase of 6’ high fencing for Pickleball Court from Allegheny Fence Const. o, Inc. at a total cost of Eleven Thousand Sixty Dollars ($11,060.00), under PA State Fence Contract #4400027191. Motion by Inglis, seconded by Topolnak to approve Right of Way Agreement between the Borough of West Mifflin and Duquesne Light Company for lot and block 240-F-100 (750 St. Agnes Lane). Motion by Inglis, seconded by Moses to approve cleaning service contract with Vanguard Cleaning Systems to clean offices located at 1020 Lebanon Road, at a monthly cost of $3,311.00. REPORT OF THE ENGINEER: Matt from KLH Engineer read the Engineer’s report for the month of June 2024. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of June 2024. PAYMENT OF BILLS: Motion by Inglis, seconded by Davis, that all bills properly approved by the Finance Committee be paid. Roll Call: Six ayes, no nays. Motion carried. CITIZENS COMMENTS: Eileen Straub 200 Castle Drive – Ms Straub said that she watched the June Meeting online as she was out of town, but wanted to know why the Animal Ordinance was eliminated instead of adjustments to the wording. Ms. Santoro responded that it was advised to Borough Council by the Solicitor to eliminate the ordinance. Mr. Inglis added that if there is a change made to any ordinance, it needs to be publicized and reapproved. Ms. Straub asked if it was true that the ordinance will not be revisited. Mr. Inglis replied that the issue with Ms. Straub is dealing with will not be resolved with the ordinance.  July 16, 2024 8873 Caroline Vanay - Ms. Vanay is concerned that surrounding Boroughs have a Dog Ordinance, but West Mifflin did not pass one. Harry Thompson 6679 Addams Avenue – Mr. Thompson would like to know why our Delinquent Tax Collector not going after the multiple businesses that are not paying their property taxes in West Mifflin. Mr. Stephenson replied that the Borough can investigate the issue. Jim Jasinski 4100 Home Street – Mr. Jasinski asked why there hasn’t been any brush pick up in three weeks. Mr. DiCenzo replied that this was an inaccurate statement. Mr. Jasinski asked about the corner of Roberta Drive and Greensprings Avenue Area of West Mifflin that has been under construction, he would like to know when it will be paved. Mr. Stephenson replied that it is the responsibility of the utility company that performs the work. Mr. Anthony added he would be happy to call someone, however we can’t help how long it is taking. Mr. Jasinski asked Mr. Plunkett if he could explain their knowledge of battery-operated vehicles. Mr. Plunkett responded that Fire, Police and EMS staff are trained for battery-related fires in the new vehicles. Mr. Jasinski asked council if they are familiar with LOOP. Mr. Kamauf asked Mr. Jasinski to be more specific. Mr. Stephenson asked what kind of agency it was. Mr. Jasinksi responded that LOOP stands for Longtime Owner Occupants Program, it is a tax relief program for senior citizens to they do not get “appraised out of their property.” Mr. Inglis added that LOOP was just signed into law six days ago.
