COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the
Municipal Building Council Chambers on Tuesday, October 15, 2024 at 6:30 p.m. prevailing
time with President Scott Stephenson presiding.

PUBLIC HEARING for West Mifflin Area School District Storefront in Plaza to be used for
Educational Classroom located at 1315 Hoffman Blvd, Suite 1806 West Mifflin, PA.
Jeffrey Soles spoke on behalf of West Mifflin Area School District.
Mark Yuhas spoke on behalf of West Mifflin Area School District.
Amy Schrempf spoke as Council for West Mifflin Area School District.
Jim Jasinski spoke as a citizen.

CITIZEN COMMENTS ON AGENDA ITEMS:
APPROVAL OF MINUTES:
Motion by Davis, seconded by Santoro that the minutes of the September 17, 2024, Legislative
Meeting and the July 22, 2024 Special Meeting be approved. Roll Call Seven ayes, no nays.
Motion carried.
AGENDA ITEMS:
A. Resolution of the Borough of West Mifflin requesting a Statewide Local Share
Assessment Grant in the amount of One Million Dollars ($1,000,000.00) from the
Commonwealth Financial Authority to be used for the West Mifflin Community and

Recreation Center Project. Motion by Kostelnik, seconded by Davis. Roll Call: Seven
ayes, no nays. Motion carried.
B. Resolution of the Borough of West Mifflin approving that the acquisition and subsequent
disposition of a parcel of vacant property known as lot and block number 238-C-067
would be in accordance with the Comprehensive Plan of the Municipality. Motion by
Davis, seconded by Inglis. Roll Call: Seven ayes, No nays. Motion carried.
C. Resolution of the Borough of West Mifflin approving that the acquisition and subsequent
disposition of a parcel of vacant property known as lot and block number 237-R-030
would be in accordance with the Comprehensive Plan of the Municipality. Motion by
Kostelnik, seconded by Topolnak. Roll Call: Seven ayes, no nays Motion carried.
D. Motion to approve the agreement between the Borough of West Mifflin and Lamar of
Pittsburgh for renewal of Bus Shelter Agreement. Motion by Kostelnik, seconded by
Inglis. Roll Call: Seven ayes, no nays. Motion carried.
E. Motion to approve consolidation plan for Parcels 239-K-272 and 239-L-272-1, the
Parcels are located at 204 Castle Drive, as recommended by the Planning Commission.
Motion by Davis, seconded by Moses Roll Call: Seven ayes, no nays. Motion carried.
F. Motion to approve the purchase of CLEAR public record system for the West Mifflin
Police Department at an annual cost of Five Thousand Three Hundred Seventy-Six
Dollars and Twenty-Four Cents, ($5,376.24). Motion by Kostelnik, seconded by
Topolnak. Roll Call: Seven ayes, no nays. Motion carried.
G. Motion to approve advertising of Public Hearing for the 2025 Budget. Motion by
Kostelnik, seconded by Davis. Roll Call: Seven ayes, no nays. Motion carried.

Motion by Moses, seconded by Kostelnik. Roll Call: Six ayes, One nay. Motion carried.
