DECEMBER 17, 2024 8889 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on Tuesday, December 17, 2024 at 6:30 p.m. prevailing time with President Scott Stephenson presiding. CITIZEN COMMENTS ON AGENDA ITEMS: APPROVAL OF MINUTES: Motion by Kostelnik, seconded by Santoro that the minutes of the November 19, 2024 Council Meeting be approved. Roll Call Six ayes, no nays. Motion carried. AGENDA ITEMS: A. AN ORDINANCE OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY COUNTY, PENNSYLVANIA, FIXING AND RENACTING THE REAL ESTATE TAX RATE AT 10.53 MILLS FOR THE YEAR 2025 AND IMPOSING DISCOUNTS, PENALTIES, AND INTEREST. Motion by Kostelnik, seconded by Topolnak. Roll Call: Six ayes, no nays. Motion carried. B. RESOLUTION OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY COUTY, PENNSYLVANIA, ADOPTING A BUDGET FOR THE FISCAL YEAR BENNNING JANUARY 1, 2025, AND ENDING ON DECEMBER 31, 2025. IN ACCORDANCE WITH THE BOROUGH CODE FROM THE BOROUGH OF WEST MIFFLIN. Motion by Kostelnik, seconded by Inglis. Roll Call: Six ayes, no nays. Motion carried.  DECEMBER 17, 2024 8890 C. RESOLUTION OF THE COUNCIL OF THE BOROUGH OF WEST MIFFLIN APPROVING THAT THE ACQUISTION AND SUSEQUENT DISPOTITION OF A PARCEL OF VACANT PROPERTY KNOWN AS LOT AND BLOCK NUMBER 386- P-40 WOULD BE IN ACCORD WITH THE COMPREHENSIVE PLAN OF THE MUNICIPALITY. Motion by Kostelnik, seconded by Topolnak. Roll Call: Six ayes, no nays Motion carried. D. Motion to approve the promotion of Sheila Sebastion to Office Manager, at previously approved Office Manager Salary. Motion by Kostelnik, seconded by Topolnak Roll Call: Six ayes, no nays. Motion carried. E. Motion to approve Three and Half Percent (3.5%) pay increase to all Non-Union Administrative Positions and Two Percent (2%) pay increase to all Non-Union Police Administration Employees. Motion by Kostelnik, seconded by Inglis. Roll Call: Six ayes, no nays. Motion carried. F. Motion to approve the addition of a Stop Sign to be located at the corner of Elwell Avenue and Muldowney Avenue. Motion by Kostelnik, seconded by Topolnak. Roll Call: Six ayes, no nays. Motion carried. G. Motion to approve the 2 Lot Subdivions and Lot Line revision for the parcel located at 814 Thompson Run Road: Lot & Block 183-N-65 and 242-A-30.
