FEBRUARY 18, 2025 8895 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on Tuesday, February 18, 2025 at 6:30 p.m. prevailing time with President Scott Stephenson presiding. ROLL CALL: Topolnak Present Davis Present Santoro Present Olaz Present Kostelnik Present Moses Present Stephenson Present Seven members present. Mayor Kelly present. CITIZEN COMMENTS ON AGENDA ITEMS: Jim Jasinski – APPROVAL OF MINUTES: Motion by Santoro, seconded by Topolnak that the minutes of the January 21, 2025 Council Meeting be approved. Roll Call Seven ayes, no nays. Motion carried. AGENDA ITEMS: A. Motion to approve Consolidation of 3 parcels. Parcel #306-A-38, 306-A-36 & 306-A-32. These parcels are located at 1952 Ohio and adjacent vacant parcels, as recommended by the Planning Commission. Motion by Kostelnik, seconded by Davis. Roll Call: Seven ayes, no nays. Motion carried. B. Motion to approve advertising Hearing for an Inter-Municipal Liquor License Request from R&HPGH, LLC. Motion by Kostelnik, seconded by Moses. Roll Call: Seven ayes, no nays. Motion carried. C. Motion to approve advertising bid for Roof Replacement at the Public Works Garbage Garage. Motion by Kostelnik, seconded by Topolnak. Roll Call: Seven ayes, no nays Motion carried. FEBRUARY 18, 2025 8896 D. Motion to approve consent assessment of civil penalty agreement with PA Department of Environmental Protection. Motion by Kostelnik, seconded by Davis. Roll Call: Seven ayes, no nays. Motion carried. E. Motion to approve Civil Service Rule changes as proposed by the Civil Service Commission. Motion by Kostelnik, seconded by Topolnak. Roll Call: Seven ayes, no nays. Motion carried. F. Motion to approve purchase of Two (2) 2023 Ford Police Interceptor Utility Vehicles for the West Mifflin Police Department at a total cost of Eighty-Eight Thousand Dollars ($88,000.00.) from Kinley Automotive Group, under COSTAR Contract #013-E23-302. Motion by Kostelnik, seconded by Topolnak. Roll Call: Seven ayes, no nays. Motion carried. G. Motion to approve the purchase of 2025 Ford F550 Diesel Regular Cab with 9’3” Dump Bodies for the West Mifflin Public Works at a total cost of One Hundred Twenty-Six Thousand Six-Hundred Fifty-nine Dollars ($126,659.000), from A&H Equipment under COSTAR Contract #25-E22-458 Motion by Kostelnik, seconded by Moses. Roll Call: Seven ayes, no nays. Motion carried. H. Motion to approve the purchase of 2025 Ford F550 Diesel Crew Cab with 9’3” Dump Bodies for the West Mifflin Public Works at a total cost of One Hundred Thirty Thousand Forty-Four Dollars ($130,044.00) from A&H Equipment under COSTAR Contract # 25-E22-458. Motion by Kostelnik, seconded by Moses. Roll Call: Seven ayes, no nays. Motion carried. I. Motion to approve the Employee(s) to the West Mifflin Public Works Department, pending successful completion of background checks and drug and alcohol testing. Motion by Topolnak, seconded by Davis. Roll Call: Seven ayes, no nays. Motion carried. J. Motion to approve the advertisement of Chicken Ordinance. Motion by Kostelnik, seconded by Davis. Roll Call: Seven ayes, no nays. Motion carried.
