August 19, 2025 8923 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on Tuesday, August 19, 2025 at 6:30 p.m. prevailing time with Vice President Michael Moses presiding. ROLL CALL: Topolnak Present Davis Present Santoro Present Olaz Present Kostelnik Present Moses Present Stephenson Absent Six members present. Mayor Kelly present via telephone. CITIZEN COMMENTS ON AGENDA ITEMS: Jim Jasinski 4100 Home Street – Mr. Jasinski asked for a brief description of Item B on the Agenda. Mr. Kamauf replied there will be a Public Hearing held. He added that the simple explanation is that the Borough Council would like to start offering tax credits to local volunteer firefighters that meet certain criteria. APPROVAL OF MINUTES: Motion by Davis, seconded by Kostelnik that the minutes of the July 15, 2025 Council Meeting be approved. Roll Call: Six ayes, no nays. Motion carried. Public Hearing Conditional Use to allow for Drive Thru Lanes at the new construction of Long John Silvers at 2220 Lebanon Church Road. Motion by Kostelnik, seconded by Topolank. Motion to approve advertising an Ordinance Amending parts of the Temporary, Seasonal, or Itinerant Business Ordinance, Amending the permissible times for such activities. Motion to approve advertising an Ordinance establishing a volunteer service credit program for tax credits for volunteer members of fire companies. Motion by Kostelnik, seconded by Topolnak. Resolution of the Borough of West Mifflin authorizing the filing of an application for funds with the Redevelopment Authority of Allegheny County (RAAC), in the amount of $250,000.00 for the West Mifflin Public Works Building Roof Replacement. Motion to approve the 2025 funding agreement between the Borough of West Mifflin and the West Mifflin Volunteer Fire Departments. Motion by Kostelnik, seconded by Topolnak. Roll Call: Six ayes, zero nays. Motion carried. E. Motion to approve the payment of the CONNECT annual membership dues in the amount of $1,671.00. Motion by Davis, seconded by Olasz. Roll Call: Six ayes, zero nays. Motion carried. F. Motion to approve and accept bid from Compass Minerals America, Inc., for Rock Salt Bulk delivery, through the SHACOG Purchasing Alliance at a cost of $88.32 per ton. Motion to approve agreement and first amendment to Municipal Waste Disposal Service Agreement between the Borough of West Mifflin and Waste Management of Pennsylvania, Inc. Motion by Kostelnik, seconded by Topolnak. Roll Call: Six ayes, zero nays. Motion carried. H. Motion to approve purchase of digital budgeting book software from CLearGov at a cost of $6,600.00. Motion by Kostelnik, seconded by Olasz. Roll Call: Six, ayes, no nays. Motion carried. I. Motion to approve the purchase of 2009 Streetsweeper from North Huntingdon Township at a cost of $25,000.00. Mr. Anthony included that the Community Development office fielded 260 calls total in the month of July. Public Works……………………………………………………………….…Anthony DiCenzo Mr. DiCenzo read the Public Works Report for the Month of July 2025. Mr. DiCenzo stated that the Summer Help program has ended for the year and thanked them for their help. EMS…………………………………………………………………… Chief Todd Plunkett Chief Plunkett read the EMS Report for the month of July 2025. Chief Plunkett stated that 8 personnel of Baldwin EMS were of on site for the USS incident and they will be recognized at the next board meeting.  August 19, 2025 8926 REPORT OF THE MAYOR: Mayor Kelly submitted his report for July 2025 via email. REPORT OF THE SOLICITOR: Solicitor DiLucente had nothing to report for the month of July 2025. REPORT OF THE ENGINEER: Mr. Creagh read the Engineer’s report for July 2025. Mr. Davis asked for clarification on Act 152 of 2023 and 2024. Mr. Creagh replied that it was a project that was bid out, but no bids were received, so SHAGOC has advised KLH to solicit bids. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of July 2025. Mr. Kamauf included that he has a budget meeting in September. PAYMENT OF BILLS: Motion by Davis, seconded by Santoro that all bills properly approved by the Finance Committee be paid. Roll Call: Six ayes, no nays. Motion carried. NEW BUSINESS: Mr. Davis stated that this Friday will be the last Movie Night at the Community Park.  August 19, 2025 8927 CITIZENS COMMENTS: Jim Jasinski 4100 Home Street – Mr. Jasinski asked if there was anything being done about the rat problem near Cypress and Cherry Street. Mr. DiCenzo responded that the Sewer Authority handles that now and would be happy to let them know. Mr. Jasinski said the rats appear to be coming from the old Elementary school. Mr. Jasinski added a thank you to the manager and engineer for taking care of the debris during the bad storm we had over the weekend.
