Notice of: BOARD OF ALDERMEN REGULAR MEETING Tuesday, July 21, 2026 at 6:00 PM Council Chambers, City Hall, 2305 North 7th Street, West Monroe AGENDA Public Comments: Any person present who wishes to comment on any matter prior to the vote on that matter should stand prior to the vote and request an opportunity to comment. Comments are limited to three (3) minutes per speaker, and the number of speakers may be limited on a subject. NOTICE/MINUTES Call to order/Verification of Attendance Motion to Approve Minutes 1) Motion to approve the Minutes of the July 1, 2026 Board of Aldermen Special Meeting. Recognitions/Presentations 2) City of West Monroe Employees to be recognized for years of service. Mayor's Review Community Announcements ADMINISTRATION/FINANCE 3) Resolution providing for canvassing the returns and declaring the results of the election held in the City of West Monroe, State of Louisiana, on Saturday, June 27, 2026, to authorize the levy of the 1986 Sales Tax (10 years). 4) Ordinance to levy a continued 1% sales and use tax, also known as the 1986 Sales Tax, authorized at a special election held in the City on June 27, 2026. 5) Motion to authorize issuance and advertisement of a request for development proposals for a riverfront restaurant project. 6) Ordinance to authorize execution of a Cooperative Endeavor Agreement with the West Monroe Downtown Revitalization Group for the Louisiana Main Street Program and other downtown revitalization activities. BUILDING AND DEVELOPMENT LEGAL 7) Ordinance to update "Part 11: Crimes and Offenses" in the City's Code of Ordinances by amending, repealing or enacting certain offenses. PUBLIC WORKS COMMUNITY SERVICES 8) Acting as the West Monroe Housing Authority, Resolution to approve the appointment of certain designated positions for the West Monroe Housing Authority. PARKS AND RECREATION POLICE/FIRE WMFD WMPD ENGINEERING/CONSTRUCTION PROJECTS 9) Glenwood Drive Water Main Improvements - City Project #260014 Ordinance to authorize application for a States' Economic Development Assistance Project (SEDAP) grant from the Delta Regional Authority, including a commitment for that portion of the project costs to be funded by the City; and, if awarded, to enter into the grant contract (estimated total project cost of $794,757 with the requested grant amount being $500,000.00 and a $294,757 contribution by the City, 37% of the total project cost). 10) Frost Commercial Parkway Water & Sewer Improvements - City Project #260015 Ordinance to authorize application for a Community Infrastructure Fund (CIF) grant from the Delta Regional Authority, including a commitment for that portion of the project costs to be funded by the City; and, if awarded, to enter into the grant contract (estimated total project cost of $1,821,962, with the requested grant amount being $1,000,000 and a $821,962 contribution by the city - 45% of the total project cost). 11) Downtown Gateway Signage - City Project #250010 Review submitted bids and architect's recommendations, and if the project is to be awarded, then approve an Ordinance to accept the awarded bid, and to authorize execution of the contract for project construction (Ryan Watson Construction, $135,000). 12) Downtown Gateway Signage - City Project #250010 Resolution to accept and execute a Grant of Predial Servitude from TP West Properties, LLC for the placement and maintenance of Downtown Gateway Signage on property located along Trenton Street. 13) Kiroli Park Entrance Improvements - City Project #260004 Review submitted bids and engineer's recommendations, and if the project is to be awarded, then approve an Ordinance to accept the awarded bid, and to authorize execution of the contract for project construction (Amethyst Construction, Inc., $172,173.00) 14) North 6th Street Sidewalks (DOTD TAP) - State Project #H.015921, City Project #000219 Authorize Change Order No. 2 (+ $15,761.42; + 0 days) with Amethyst Construction, Inc. 15) North 6th Street Sidewalks (DOTD TAP) - State Project #H.015921, City Project #000219 Authorize Certificate of Substantial Completion with Amethyst Construction, Inc. 16) New Drago Sanitary Sewer Lift Station - City Project #000180 Authorize Change Order No. 3 (- $101,326.48 ; + 115 days) with Don M. Barron Contractor, Inc. 17) New Drago Street Sanitary Sewer Lift Station - City Project #000180 Authorize Certificate of Substantial Completion with Don M. Barron Contractor, Inc. 18) Project Updates Jonathan Kaufman, City Project Manager, Director of Building & Development will present the City Council with project updates for transportation, drainage, and more.
